The Civil Engineering Manager – Site Development (Telecom & EV) leads site/land development engineering for wireless tower builds, EV charging infrastructure, and commercial sites (e.g., data centers and fiber/ILA huts) from feasibility through sealed construction documents. This client-facing PE provides technical and people leadership across site layout, grading, stormwater management, erosion/sediment control, access planning, and utility/power/fiber coordination, leveraging AutoCAD Civil 3D and hydrology/stormwater modeling tools. The role manages key accounts, develops proposals and pricing, and ensures compliant, high-quality deliverables while coordinating with structural, electrical, geotechnical, environmental, and survey partners. You will mentor and supervise civil engineers/designers, set civil/site design standards, support hiring and onboarding, and drive schedule, budget, permitting, and constructability across a fast-paced portfolio. Success requires deep site civil expertise in telecom/EV projects, strong project management, and the ability to guide teams to deliver efficient, buildable, code-compliant solutions.

Essential Duties and Responsibilities

  • Serve as the lead engineer for raw land tower sites, new build designs, EV charging installations, and commercial site developments (data centers, fiber huts, and EV charging).
  • Design and lead engineering plans including site layout, grading, stormwater management, erosion control, vehicular access, utility routing, and power/fiber coordination.
  • Conduct comprehensive site feasibility studies, due diligence evaluations, and constructability assessments across multiple project types.
  • Coordinate with structural, electrical, geotechnical, environmental, and survey teams throughout design and construction.
  • Attend site meetings with client representatives to discuss feasibility and design solutions.
  • Determine how to use and/or reorganize resources to meet schedules and goals, both within the department and in partnership with other departments. 
  • Ensure the quality and accuracy of deliverables produced by the team. 
  • Exercise technical responsibility required within areas of technical competence which could include sealing engineering work performed by the team. 
  • Keep abreast of new technical methods and developments in engineering.
  • Provide reporting on the performance of the department to management.
  • Manage specified clients for full understanding of client requirements, processes, and workflow.
  • Act as the main point of contact for specified clients, in partnership with the project management team.
  • Provide engineering assistance and recommendations for any field-related or client questions.
  • Train and onboard new employees.
  • Lead development of proposals and pricing for land development work. 
  • Assists Program Manager or Director with budget development of department.
  • Direct involvement with hiring process of new staff.
  • Reviews department performance metrics on an on-going basis and develops recovery or PIP plans as needed.
  • Finds solutions to prevent escalation and resolve issues as needed. 
  • Implements preventative and corrective actions promptly.

Managerial Responsibility

  • Will manage direct reports. 

Travel/Shift Requirements

  • Up to 20% of travel may be required in support of the position's responsibilities.

Physical Demands

  • Work is primarily non-manual work which is sedentary in nature. 
  • Must be able to communicate information effectively and read, understand, and interpret construction and architectural drawings. 
  • Must be able to sit or stand for long periods of time. 
  • Ability to move about the office to access office machinery, attend meetings, etc.
  • Must be able to operate a computer and all required programs.
  • Occasional moving of office supplies up to 10 pounds.
  • Occasional field work which may require the worker to be exposed to fluctuating weather conditions. 
  • Ability to open locks, open / close gates and door.
  • Ability to ascend a ladder to obtain measurements, pictures, etc.

Skills and Abilities Required

  • Proficiency in site civil design, permitting, and applicable software applications including hydrology modeling program, storm drainage programs, AutoCAD, and Civil 3D
  • Experience designing and coordinating EV charging sites and supporting utility/ power coordination.
  • Experience with commercial sites (ILA huts, data centers), interconnect facility layout, and supporting utility ingress/egress.
  • Strong proficiency in AutoCAD Civil 3D and stormwater modeling tools.
  • Ability to produce accurate, well organized build plan sets and other construction documents with accuracy and attention to detail
  • Demonstrated ability to manage complex projects, prioritize deadlines, and work collaboratively in a consulting environment.
  • Ability to give directions and training to engineering staff.
  • Proven ability to identify problems and develop solutions.
  • Strong organizational skills with ability to prioritize multiple projects in a fast-paced environment.
  • Effective interaction and communication with colleagues, sub-consultants, clients and prospective clients.
  • Strong follow-through skills with ability to meet deadlines.
  • Self-motivated with ability to work independently and with others to complete tasks.

Education and Experience Required

  • Bachelor's degree in Civil Engineering
  • 8–12+ years of civil/site development experience, with significant work in raw land tower development and new tower site design.
  • Active Professional Engineer (PE) license with ability to obtain additional state licensures.
  • Demonstrated ability to manage technical teams and review and approve engineering work.
