Salary: $12,268 per month

There is one opening with the Yakima County Department of Corrections. The Division Chief is directly responsible for overseeing the assigned operations and staff within any of the following Divisions: Care and Custody, Training & Recruitment Division, Internal Affairs Division, Medical Services, Mental Health Services, Food Services, Commissary Services, Jail Industries, Classification, Disposition / Booking, Professional Services, Transportation, and inmate programs. This position will have extensive interaction and communication with the Washington State Criminal Justice Training Commission, Yakima County Facilities Services Department, Yakima County Human Resources Department, Yakima County Emergency Management, Yakima Corporate Counsel and other jurisdictions and agencies that utilize Yakima County Correctional Services.
**Note: There will be an Written Exercise and Oral board as part of the interview process**

Responsibilities:
Essential Job Functions:
Areas of Assignment - Plans, directs, manages and coordinates resources of assigned divisions, services and programs. Monitors fiscal operations of areas of assignment, authorizes expenditures, directs funding and assists in the development of the department's budget. Works closely with the Financial Department regarding budget, revenue, expenditures, overtime and other issues that directly have a financial impact on areas of assignment. Serves as an auditing officer approving department requisitions regularly.
Supervision & Oversight - Supervises, directs and manages the work of subordinate supervisors and staff within the division; insures accountability of subordinate staff in the performance of their duties; Meets with supervisors on a regular basis to discuss objectives and goals; designates and monitors project and assignment timelines. Ensures compliance in accordance with ethical and professional standards. Participates in the termination and recommended discipline for subordinates as necessary. Participates in the performance evaluation of assigned personnel. Reviews and approves assigned employee leave requests and finalizes employee overtime requests.
Facilities Services Coordination - Ensures that safe security practices are being used and promoted by all staff. Coordinates, reviews and approves security clearance in all DOC facilities and secured areas for DOC employees, subcontracted employees and volunteers. Responsible for communicating security clearance suspension/termination notices to effected DOC divisions and County departments. Plans, administers and monitors Facilities Services work orders for all DOC facilities. Conducts walkthroughs and facility inspections for maintenance, safety and security issues and reports to Director any facility issues and repair costs. Responsible for ensuring the inventorying of all DOC equipment issued and monitored with asset tags.
Emergency Management and Preparedness - Trains, plans, administers, organizes, coordinates, audits and develops the emergency management plan for YCDOC. Works closely with assigned subordinate staff and other emergency officials in the planning, completion and execution of the plan.
Training/Recruitment - Plans, administers, organizes, coordinates, monitors and evaluates training schedules, staff training plans, programs and classes.
Monitors the training of employees to meet current and projected demands. Reviews and approves training requests. Conducts, analyzes and identifies specific resources needed. Develops hiring plan for operational readiness. Coordinates with the Records Supervisor and Human Resources all facets of the recruitment process to include: job posting, advertisement, application review and interviews.
Policy Development and Review - Creates, develops or revises policy and procedures, updates and reviews existing policy and procedure for approval and signature by the Director. Researches applicable laws, regulations and jail standards and ensures that policies are placed into proper format and disseminated for use. Oversees the creation of forms associated with various Divisions within the department.
Represents the department at various events such as: meetings, hearings, training, and bid openings; and ensures that department goals, views and positions are presented. Confers with elected officials, department heads, local and state officials; coordinates activities with community groups; explains and promotes programs to the general public and population serviced; responds to the most sensitive inquiries and complaints and resolves policy and technical issues. Serves as Division Chief over other areas within the Department in the absence of another Chief and other duties as assigned.
Education and Experience:
High School or (G.E.D.) AND Nine (9) years of progressively responsible experience in a corrections services setting of which two (2) years must be within a supervisory and managerial capacity.
Required:
A Valid Washington State Driver's License and proof of insurance, if requested
NOTE for Current DOC applicants: To be eligible to test for the rank of Chief, interested Lieutenants must either complete the probationary period as a Corrections Lieutenant with the Yakima County DOC or must have equivalent experience in corrections or law enforcement and must have not received a written reprimand in the past 18 months, or a suspension or disciplinary demotion in the past 2 years.
Note of External applicants: To be eligible to test for the rank of Chief, interested applicants must have the equivalent experience in corrections or law enforcement.
Preferred :
Bachelor's degree in Criminal Justice, Business Administration, Human / Social Services or related field.
Knowledge:
Supervisory theories, practices and principles of organizational management
Project management, public administration and financial management
Applicable terminology, laws, rules and regulations governing area of assignment
Customer service techniques and team building concepts
Skills (and abilities):
Operating office equipment and computers utilizing related software applications
Basic understanding in the use of relational databases
Determining priorities and making critical decisions; developing initiatives and projects
Supervising, teaching, coaching, monitoring, and evaluating staff
Developing, writing, applying, and implementing County and Departmental policies and procedures
Solving problems, resolving conflict and team building
Applying principles of financial and resource management in budgeting and participation in contract negotiations. Giving public presentations, public speaking and facilitating meetings
Researching, enforcing, and mediating laws, codes, ordinances, and regulations
Providing technical expertise within the area of responsibility
Establishing and maintaining effective interpersonal relationships with County and other officials, at all organization levels and with the public
Communications, oral and written, sufficient to exchange or convey information and to give and receive work direction.
