The Project Manager is responsible for overseeing the successful planning, execution, and closeout of construction projects. This position involves managing multiple active projects simultaneously and requires strong leadership in estimating, scheduling, resource allocation, procurement, cost tracking, compliance, and client relationship management. The Project Manager is accountable for ensuring project success in terms of safety, quality, profitability, and client satisfaction while aligning with Blackeagle's standards and all relevant regulations.
PRIMARY RESPONSIBLIITIES
- Lead and execute all aspects of assigned construction projects from concept to completion
- Collaborate with senior management to clearly define and understand project scope
- Develop and maintain detailed work plans, resource schedules, and milestone targets
- Determine labor, equipment, subcontractor, and material requirements; manage procurement accordingly
- Monitor and adjust schedules, budgets, and resource plans to maintain project objectives
- Ensure strict implementation of site-specific Safety Plans and serve as a Safety Champion
- Lead project team members including Superintendents, Coordinators, and subcontractors
- Manage contract documentation, change orders, and cost forecasts with precision
- Track and document billable work, project progress, and change management
- Oversee project financial health, including indirect projections and full financial plans
- Develop risk assessments and mitigation strategies (Risk Matrix)
- Review estimates, identify cost trends, and implement value engineering practices
- Create accurate RFQs and procurement plans in compliance with company estimating/change order processes
- Guide and mentor project support staff, fostering their development and leadership potential
- Manage all facets of project closeout, documentation, reporting, and client turnover
- Interpret drawings, contracts, and specifications; recognize changes in scope and escalate as needed
- Coordinate and manage submittals, RFI/RFCs, as-builts, pay applications, and document control
- Utilize B2W Estimate, B2W Track, Vista, Primavera P6, SharePoint, Microsoft Projects, and Excel
- Accurately track cost codes, quantities, productivity, and equipment/material usage
- Manage STS, permanent materials, labor distribution, and tool allocations proactively
- Evaluate cost-to-complete and productivity reports; implement lessons learned strategies
- Develop and maintain master project schedules; analyze critical path and access/constructability risks
- Collaborate with design engineers, track cost trends, and coordinate temporary structures
- Participate in permitting, compliance assurance, and regulatory inspection
- Actively communicate with vendors, clients, and engineers throughout the project lifecycle
- Set and reinforce expectations for safety, quality, and compliance across project sites
- Foster positive client and vendor relationships, seeking win-win solutions
- Demonstrate initiative, vision, and integrity in leading project teams
- Mentor Project Coordinators and Assistant Project Managers in technical and professional development
- Effectively manage labor strategy, including trade composition, crew make-up, and wage rates
- Accurately develop and defend final estimates and budgets; lead bid reviews if needed
- Coordinate communication between designers and construction operations
- Represent Blackeagle with professionalism, accountability, and leadership at all times
- Support and embody the company's mission and core values, contributing positively to the team and overall workplace culture.
- Lead by example in upholding the company's safety program, ensuring employees are compliant with all safety standards, protocols, and regulations.
- Take ownership of team performance, addressing issues proactively and creating solutions that support productivity and morale.
- Support employee development through regular feedback, goal setting, and performance evaluations aligned with company objectives.
- Execute additional responsibilities as assigned
REQUIREMENTS
- Bachelor's degree in Construction Management, Civil Engineering, or related field preferred
- Minimum 5–7 years of progressive experience in project management
- Background in oil & gas pipeline/facility construction and/or municipal utility work
- Strong knowledge of EPA, OSHA, DOT, and permitting requirements
- Excellent communication, negotiation, and team leadership skills
- Proficient in B2W Estimate/Track, Vista, Microsoft Office Suite, and scheduling software
- Demonstrated ability to manage multiple projects with competing deadlines
- Clean driving record and willingness to travel between job sites as needed
- Ability to sit at a desk and use a computer for extended periods of time
- Ability to operate a computer, keyboard, mouse, phone, and other standard office equipment
- Ability to lift and carry items such as files, boxes, or office supplies (typically up to 20 lbs)
- Must be able to wear and operate the required personal protective equipment (PPE), such as hard hats, safety glasses, and gloves
