Under general supervision, performs specialized, emergency communications work in the County's enhanced 911 Communications Division which involves taking calls, radio dispatching and computer entry of all calls received. Qualified to train 911 Telecommunicator I personnel. When required, acts as the 911 Supervisor performing all of the Shift Supervisor's duties and responsibilities. This classification works on an assigned (12) hour shift and reports to the 911 Supervisor.
Essential FunctionsAnswer 911 lines, non-emergency administrative lines, TTY lines, text-to-911 lines and obtains and properly verifies the location of service.
Assist callers using EMD, EFD protocols and ProQA software.
Working knowledge of CCOM policies and procedures.
Utilizes the Computer Aided Dispatch (CAD) system for call processing and dispatching, mapping, monitoring and reporting.
Operates a computerized, multi-channel two-way radio to transmit and receive messages, establish and maintain patches, and monitor responder activity.
Accesses and uses recording equipment to playback and/or save audio files as needed.
Operates the telephone system to include transferring, re-bidding, speed dial and other functions essential to daily operations.
Operates the State Bureau of Investigation's Division of Criminal Information computer.
Maintains on-call list for various county departments and other agencies.
Maintains required job certifications.
Completes required continuing education to maintain certifications.
Responsible for meeting minimum individual performance standards.
Conducts training of Telecommunicator I, II and III personnel as required.
When required, acts as the Telecommunicator Squad Supervisor performing all of the Telecommunicator Squad Supervisor's duties and responsibilities.
Plays a supportive role to the 911 Supervisor.

Has working knowledge of the geographical layout of the County including subdivisions, location of streets, important buildings and other landmarks. Has working knowledge of the operation of two way radio equipment and related Federal Communication Commission regulations. Has knowledge of the operation and location of law enforcement and emergency service units. Has skill in the operation of emergency communication equipment and computer systems and databases utilized by the department. Elicits information necessary for proper dispatching from persons who may be distressed. Exercises sound judgment in emergency situations. Has the ability to deal tactfully and courteously with the public. Has the ability to maintain effective files, records and reports.
Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interacts with all County departments and divisions, co-workers and the general public.

QualificationsMINIMUM QUALIFICATIONS
Education and Experience:
Requires a High School Diploma or an acceptable equivalency diploma (GED), and two (2) years of experience in public safety communications; Completion of all call-taking and all law, fire and EMS dispatch training with proven proficiency through (6) months of independent operation following the training phase; or equivalent combination of education and experience.
Licenses or Certifications:
Maintains all protocols and certifications completed during the Telecommunicator program, DCI, CPR/AED, EMD, EFD, call taking, law, fire and EMS channels and NC Sheriff's Standards. Ability to obtain DCI Assistant Agency Coordinator (ATAC) and EMD/EFD Quality Assurance Certifications within one year.
Special Requirements:
Maintain clean background investigations.
Must meet minimum standards of a justice officer as defined by Title 12 NCAC 10B.0103.
Maintain all protocols and certifications completed during the Telecommunicator program, DCI, CPR/AED, EMD, call taking, law, fire and EMS dispatch experience. Must maintain Sheriff's Standards Certification. Attend out of town training courses as required to maintain required certifications.
Be able to learn new procedures and techniques for handling current as well as any additional equipment, radios, telephone, computer, recording equipment, etc.
Typing speed of 35 words per minute (WPM).
PREFERRED QUALIFICATIONS
Education and Experience:
High School Diploma or an acceptable equivalency diploma (GED), and three (3) years of experience in public safety communications; or equivalent combination of education and experience.
Licenses or Certifications:
Certified Training Officer (CTO) Certification preferred.
Maintains all protocols and certifications completed during the Telecommunicator program, DCI, CPR/AED, EMD, EFD call taking, law, fire and EMS channels. NC Sheriff's Standards, DCI TAC, Assistant Terminal Agency Coordinator (ATAC), and EMD/EFD Quality Assurance Certification.
Special Requirements:
Must meet minimum standards of a justice officer as defined by Title 12 NCAC 10B.0103
Must be able to attend out-of-town training courses in order to maintain required certifications as listed under Essential Job Functions. Must have a clean police record.
Aptitude testing with a passing score of 80 is required for this position.
Be able to learn new procedures and techniques for handling current as well as any additional equipment, radios, telephone, computer, recording equipment, etc.
Typing speed of 35 words per minute (WPM).
Supplemental InformationPHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computer terminals, computerized radio channels, copier, recording equipment, shredder, and enhanced 911 telephone equipment. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pound of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
