Position Summary
The Construction Manager III provides overall leadership, coordination, and strategic management for large-scale steel construction projects performed under Project Labor Agreements (PLAs).This position is responsible for field execution, labor-compliance oversight, and operational excellence while ensuring adherence to all applicable collective bargaining agreements (CBAs), federal and state labor laws, OSHA regulations, and Sure Steel policies.
The Construction Manager III is an exempt management role—it supervises union craft labor under the PLA but does not perform covered craft work.
Essential Duties and Responsibilities
Union and Labor Compliance
- Serve as Sure Steel's management representative for all union-labor relations on assigned projects.
- Administer and ensure full compliance with applicable PLA and CBA provisions governing referral, dispatch, and grievance procedures.
- Coordinate with HR and Legal regarding any potential grievance, arbitration, or disciplinary matter involving union craft employees to ensure compliance with the National Labor Relations Act (NLRA).
- Maintain certified payroll, fringe-benefit documentation, and Davis-Bacon/prevailing-wage compliance.
- Lead communication with craft stewards and union representatives to promote cooperative labor-management relations and prevent disputes.
- Enforce separation of management and craft functions—this role directs, but does not perform, covered work.
Project Management and Execution
- Plan, schedule, and direct all phases of steel erection, fabrication coordination, and subcontractor performance.
- Manage budgets, forecasts, and schedules, ensuring labor productivity aligns with contractual and PLA requirements.
- Coordinate design, engineering, and field operations to meet project milestones safely, on time, and within budget.
- Verify quality assurance, testing, and inspection compliance per contract and regulatory standards.
Safety Leadership
- Drive Sure Steel's zero-incident culture and enforce full compliance with OSHA, Washington State L&I, and project-specific safety rules (Article XXII of the PLA).
- Support joint labor/management safety meetings as required under Article XXIII of the PLA.
- Investigate incidents in coordination with union safety stewards, document corrective actions, and ensure continuous improvement.
Financial and Administrative Accountability
- Manage cost control, change-order justification, and labor-cost forecasting consistent with PLA wage structures and benefit contributions.
- Review and approve timecards, labor allocation codes, and job-cost data in Paycom or applicable systems.
- Support certified payroll reporting and compliance audits.
Leadership and Staff Development
- Supervise project superintendents, engineers, and site management staff.
- Mentor field leaders to strengthen leadership succession and workforce readiness.
- Foster collaboration across HR, Payroll, and Field Operations to maintain accurate, compliant reporting.
- Represent Sure Steel in meetings with clients, general contractors, and union officials.
- Minimum 10 years of progressive construction-management experience, including 5 years supervising union craft labor in steel erection or heavy industrial projects.
- Proven ability to administer multiple collective bargaining agreements and ensure PLA compliance.
- In-depth knowledge of NLRA, FLSA, OSHA Subpart R, Davis-Bacon, and state prevailing-wage requirements.
- Strong skills in budgeting, scheduling, and field coordination.
- OSHA 30-Hour certification required; PMP or CCM preferred.
- Excellent leadership, documentation, and communication skills.
- Must be willing and able to travel frequently to project sites across multiple states.
Compensation and Benefits
- Base Salary: $140,000 – $160,000 annually
- Annual Bonus: Performance-based on safety, cost, schedule, and labor-compliance metrics
- Vehicle Allowance: $900 per month
