PURPOSE OF POSITION
Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City stormwater collection systems. Work involves supervision of staff involved in stormwater collection facilities and systems.
Works under the general direction of the Public Works Director or assigned designee and the guidance of local, state, and Federal regulations.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
ESSENTIAL JOB FUNCTIONS/OTHER JOB FUNCTIONSPlans, schedules, and implements maintenance, operation and construction activities designed to provide stormwater service for the City; oversees construction and maintenance work to determine acceptability and conformance to standards.
Perform duties and directs the operation and maintenance of the City's stormwater collection system and lakes to control flow and quality of stormwater to meet local, state, or Federal regulations.
Provides recommendations to the assigned personnel in calculating, analyzing, and planning the city's stormwater collection requirements. Determines effective use of resources and cost of stormwater collection; oversees construction and maintenance work to determine acceptability and conformance standards.
Prepares and submits the division's annual operating budget, to include monthly/quarterly performance measures, grant applications and other related documents. Monitors divisional expenditures and prepares financial reports and summaries. Participates in short and long-term planning of capital improvement and capital equipment needs; makes recommendation based on the need to replace current city vehicles and equipment.
Prepares requests for proposals and bid documents related to the construction and repair of stormwater systems and facilities. Assist in the design and installation of new stormwater pipes, structures, treatments, or related systems and facilities.
Analyzes and projects the needs for equipment and materials for completion of working projects.
Supervises the control and use of, and assumes responsibility for all materials, supplies and equipment used in the maintenance, construction and repair of the stormwater systems and other department facilities.
Ensures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use.
Inspect and assists in the control and use of supplies and equipment used in the maintenance, construction and repair of stormwater systems and other division facilities to ensure that all equipment is in proper working order.
Inspects and supervises the repair of the stormwater system at frequent intervals to ensure that all aspects of the systems are functioning properly.
Physically inspects, as needed, all facets of stormwater system to ensure conformance with recognized procedures. Works with county and state health departments to resolve water quality related requirements and issues.
Ensures compliance with all local, state, and federal rules and regulations pertaining to the stormwater/surface water systems.
Advises the Public Works senior staff and other city staff in matters relating to division activities.
Supervises, instructs, and assists assigned crews in installing new stormwater systems, and maintaining the existing stormwater system.
Ensures that all necessary materials, supplies, and equipment are available by maintaining an inventory of parts and materials and obtaining necessary parts, tools, and supplies from the storeroom.
Requisitions needed supplies for the Stormwater Division and maintains a variety of records relating to personnel, equipment, supplies, and NPDES inspection reports.
Oversees and coordinates the location of the city's stormwater system and drainage right-of-way/easements.
Responds to complaints regarding stormwater flow, flooding, and water quality; evaluates situation, determines if it is City or City maintained property, documents and properly reports; communicates with property owners and ensures problems under the city's responsibilities are corrected.
Trains, supervises, evaluates, and disciplines employees assigned to the Stormwater Division to ensure employees are performing assigned duties in an efficient and effective manner.
Oversees the safety of assigned personnel and equipment by instructing personnel in proper safety procedures and monitoring work in progress.
Will maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status.
Operates a variety of power construction and maintenance equipment used in the Stormwater Division.
Attends conferences, meetings, and other related functions to keep abreast of current trends in the field; represents the division in a variety of local, county, state and other related events.
Provides educational information to various civic, schools, public groups, and individuals regarding stormwater system problems and services.
Provides back-up to other related positions as needed.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS/SPECIAL REQUIREMENTSHigh school diploma or equivalent. Seven (7) years of progressively responsible experience related to the construction, repair, maintenance and operation of stormwater systems and a minimum of three (3) years of experience as a supervisor, or any equivalent combination of education, training, and experience.
Possess and maintain a valid Florida Drivers' License.
Possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 and ICS-200 within 90 days of employment. There may be additional NIMS required, which will be scheduled by your supervisor.
Must possess the Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain it every year thereafter per state statute i).
SPECIAL REQUIREMENTS
Possess a Florida Stormwater Erosion and Sedimentation Control Inspector Certification or obtain within six (6) months of employment.
Possess a Stormwater B Certification from the Florida Wastewater and Pollution Control Association (FWPCOA) or a Florida Stormwater Association Level 2 Operator Certification or obtain within six (6) months.
PREFERRED QUALIFICATIONS
Associate's degree from an accredited college or university in a field related to public works.
Advanced study or technical training in heavy equipment.
Possess a Stormwater A Certification from the Florida Pollution Control Operators' Association.
CRITICAL SKILLS/EXPERTISEThorough knowledge of equipment, facilities, materials, methods and procedures used in stormwater operations; considerable knowledge of stormwater pipe installation, connection and repair; considerable knowledge of stormwater system operation and maintenance.
Communicate effectively orally and in writing; ability to exercise sound judgment in evaluating situations and in making decisions; and ability to establish and maintain effective working relationships with employees, supervisors, other divisions, departments, and the public.
Ability to analyze facts and exercise sound judgment in arriving at conclusions.
Ability to plan, organize, and carry out duties with minimal supervision.
Ability to analyze, interpret and carry out assigned projects to their completion.
Ability to plan, organize prioritize and coordinate work to meet time commitments.
Ability to assist in developing long-range plans and programs in evaluation of work accomplishment.
Ability to guide, direct and motivate employees.
Ability to operate and maintain various equipment used in stormwater collection maintenance and repair such as, dump trucks and sewer cleaners.
Ability to organize and supervise the activities of various crews performing construction and maintenance work.
Working knowledge of modern office practices, systems and procedures; working knowledge of personal computers and electronic data processing.
Proficient skills with a personal computer to include, but not limited to, working knowledge of Excel, and Word.
Ability to perform work under adverse weather conditions.
