PLANNER (Long Range or Land Use Emphasis)$8, $9,840.00/month (plus benefits. The City of Everett is accepting applications on an open/competitive basis for the Civil Service examination process for a Planner in the Planning Department. There is one vacancy in both our Land Use and Long-Range Planning divisions. Its responsibilities include processing permits for building, subdivisions, and environmental reviews, verifying zoning, and providing technical and public assistance for land development questions.Long-Range Planning collaborates to create a strategic vision for the future by guiding land use, development, and community growth over 10-25 years. Its core duties include developing the comprehensive plan and regulations that address land use, natural resources, and transportation, as well as implementing specific projects and policies related to area planning, historic preservation and shoreline master plans.About the Job: This is senior level professional work in urban planning.Employees in this class exercise originality, independence, and judgment in preparing and developing portions of the comprehensive plan or in project reviews. The work involves conducting studies, assembling and analyzing socio-economic data, and preparing proposals regarding future development and redevelopment in the City. Successful completion of work requires the application of specialized knowledge and skills in urban planning to the problems of the City and its environs. Employees in this class are expected to perform highly responsible assignments with limited supervision and may coordinate the work of other employees in relation to these assignments. The work is performed with considerable independent judgment and action within the scope of department programs and policies. The work includes preparing and making public presentations on planning issues before public bodies, including, but not limited to, the Hearing Examiner, Planning Commission, and City Council. ILLUSTRATIVE EXAMPLES OF WORK: Land Use PlanningLong-Range PlanningProcess administrative land use permit applications for a range of uses, including subdivisions, shoreline substantial development permits, and zoning code complianceWith limited supervision draft elements of or amendments to the comprehensive plan or land use regulation; work independently to develop project reviews and new programs related to land use plans and land use laws.Coordinate the review of highly complex and/or controversial land use projects; review zoning variance applications, prepare and present staff reports before public bodies such as the Planning Commission, Hearing Examiner, and City Council under the supervision of their manager; administer zoning code compliance; and provide staffing to the public on land use matters at the City's public services counter.Prepare and review land use, population and demographic, environmental, Shoreline Master Program, wetlands, and related planning / environmental studies.Assist the Planning Director and Managers in the development of policy documents and regulations related to land use planning.Process annexation applications and related studies and reports.Coordinate and prepare complex environmental reviews and environmental impact statements under the State Environmental Policy Act (SEPA).Prepare staff reports including findings, conclusions, and recommendations to the Hearing Examiner; present staff reports before public bodies, such as the Planning Commission, Hearing Examiner and City Council under the supervision of the Manager or Director.For a full description of the Planner position, please see the class specification on the City's website.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTSGraduation from a recognized four-year college or university with a degree in urban planning, architecture, public administration, environmental science or related field, AND six (6) years of experience in city or regional planning, community development, zoning administration, or closely related field; OR Any combination of education and experience sufficient to provide the requisite knowledge, skills, and abilities. One year of graduate study in city planning or closely related field can be substituted for one year of experience.SPEICAL REQUIREMENTS OR CERTIFICATIONS: Possession of a valid driver license at the date of hire, and the ability to obtain and maintain a valid Washington State Driver License within 30 days of hire.PHYSICAL DEMANDS/WORKING CONDITIONSPhysical ability to perform required duties, including the ability to occasionally lift up to 40 pounds.May conduct field reviews involving various forms of weather and terrain.HOW TO APPLYApplication materials may be accessed via the City's website.All applicants are required to complete and submit the following: 1. IMPORTANT NOTESA passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register. The examination process is designed to sample and measure the requisite knowledge, skills, and abilities. Applicants claiming veterans' preference points in accordance with RCW as amended and meeting eligibility criteria must submit form DD214, or its equivalent or successor discharge paperwork, that characterizes his or her service as qualifying discharge as defined in RCW Extensive background checks will be conducted. Hiring offers are contingent upon successful completion of a city-paid pre-employment physical.New hires begin employment at the first step of the salary range.
