Position Information
TxDOT's Houston District is seeking a skilled and motivated Design Build Project Manager for its Alternative Project Delivery Section. This position will oversee the procurement, implementation, and maintenance of large-scale Design Build Projects in the Houston District which includes the North Houston Highway Improvement Project 3C-2. Position Description
Transportation Engineer III
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Engineer IV and V
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:Transportation Engineer III
Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes and managing quality performance measurements.
Acts as consultant to staff engineers to coordinate construction operations.
- Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.
- Analyzes and assists in the resolution of contract problems and disputes.
- Assists in developing and/or monitoring budgets.
Coordinates and/or monitors assigned projects/programs/plans.
May serve as a lead worker and the related tasks.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Responsible for the review of construction related to operations.
- Performs other job responsibilities as assigned.
Transportation Engineer IV
Includes all essential duties listed for Transportation Engineer III as well as:
- Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.
Makes presentations and represents TxDOT.
Performs other job responsibilities as assigned.
Transportation Engineer V
Includes all essential duties listed for Transportation Engineer III and IV as well as:
- Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
- Reviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
Formulates, develops and/or monitors budgets and financial information.
Performs other job responsibilities as assigned.
Minimum Qualifications:Transportation Engineer III
Education:Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Licenses and Certifications:- Valid driver's license. This position requires driving a state vehicle.
Licensed Prof Engineer*
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Transportation Engineer IV
Education:Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines

Transportation Engineer IV
Includes all competencies listed for Transportation Engineer III as well as:
- Expert skill in:
- Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
Transportation Engineer IV
Includes all competencies listed for Transportation Engineer III and IV as well as:
- Extensive knowledge of:
- Government programs and operations affecting highway and transportation development
- Highway construction design applications
- Construction engineering policies and procedures
- Cost estimating and cost controls
- Risk analysis procedures and methods
- Applicable laws, rules, and regulations
Transportation Engineer III, IV, and V
- Subject to inside and outside environmental conditions
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
- Talking - expressing or exchanging ideas by spoken words
- Hearing - perceive sound at normal speaking levels; receive information by oral communication
- Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading
