Role Overview
The Program / Project Manager serves as the overall contract lead and single point of accountability for delivery of the HHS Office of Grants (OG/DIS) Business Transformation Support program. This role provides executive-level leadership, governance, and coordination across enterprise architecture, modernization initiatives, multi-vendor execution, and stakeholder engagement to ensure successful outcomes aligned with HHS, OMB, and Administration priorities.
Key Responsibilities
· Serve as the primary interface with the HHS Contracting Officer and COR, ensuring compliance with contract, schedule, and performance requirements
· Lead end-to-end program planning and execution across all five SOW task areas, including strategy, architecture, implementation oversight, and stakeholder engagement
· Establish and manage integrated master schedules, milestones, risks, and dependencies across , GrantSolutions, TAGGS, and related initiatives
· Provide governance, coordination, and oversight across modernization vendors, internal OG/DIS directorates, and partner agencies
· Oversee EPLC lifecycle execution, ensuring deliverables meet quality, compliance, and acceptance standards
· Track and report KPIs, cost savings, modernization progress, and performance metrics to OG/DIS leadership
· Ensure alignment with Zero Trust principles, data governance, AI-readiness, and cost-efficiency mandates
· Lead stakeholder communications, executive briefings, and issue resolution to maintain transparency and confidence
Required Qualifications
· Bachelor's degree in information technology, Business, Public Administration, or related field (Master's preferred)
· 10+ years of experience managing large-scale Federal IT programs, preferably within HHS, DHS, or civilian agencies
· Demonstrated experience leading enterprise IT modernization, transformation roadmaps, and multi-vendor environments
· Strong knowledge of Federal acquisition, governance, and compliance frameworks (EPLC, OMB guidance, CPIC)
· Proven ability to manage cost, schedule, performance, and risk on complex programs
· PMP, PgMP, or equivalent certification preferred
