Under general supervision, the Software Engineering Manager serves as the technical integration leader for a large, high-visibility government health program (Florida Unified Operations Center). This role is responsible for owning and maintaining the end-to-end systems integration architecture across a complex ecosystem of internal platforms and external vendors.
This position balances leadership of development teams (approximately 50%) with direct client-facing and stakeholder engagement responsibilities (approximately 50%). The Senior Developer Manager acts as a trusted technical authority for internal teams, vendors, and state partners, ensuring that systems interact securely, reliably, and cohesively.
This is not a hands-on programming role and is not limited to a single technology platform. While familiarity with Microsoft Dynamics CRM is beneficial, it is not required. The ideal candidate is an experienced enterprise technologist who understands how large-scale systems fit together and can lead effectively in complex, multi-vendor, and high-pressure environments.
MAJOR DUTIES AND RESPONSIBILITIES:
Systems Integration & Architecture:
• Own and maintain holistic systems integration architecture across multiple internal platforms and external vendors.
• Design, review, and validate system interactions including CRM platforms, custom enterprise applications, identity systems, data warehouses, and third-party systems.
• Ensure data flow, security, performance, scalability, and reliability across all integrated systems.
• Identify architectural risks and integration gaps early.
•Define and govern data ownership, system-of-record decisions, and end-to-end data flows to ensure consistency, integrity, and reporting reliability.
•Ensure all integrations comply with applicable security, privacy, and regulatory requirements (e.g., HIPPAA, CMS, state security standards) in partnership with security and compliance teams.
Architecture Leadership & Design Governance:
• Lead and participate in architecture and design sessions with internal teams, vendors, and client stakeholders.
• Review vendor designs and recommend pragmatic, delivery-focused solutions.
• Document architecture decisions, patterns, and dependencies clearly.
• Act as final architectural decision authority for cross-system integrations and vendor designs, resolving technical conflicts and enforcing architectural standards.
• Maintain authoritative architecture artifacts including integration diagrams, dependency maps, and architectural decision records.
Development Team Leadership (Approx. 50%):
• Provide leadership and technical direction to development teams.
• Oversee delivery workflows using Agile tools such as JIRA and DevOps platforms.
• Support continuous improvement of development practices.
• Own cross-vendor release coordination, dependency management, and environment readiness to ensure integrated deployments are predictable and stable.
Client & Stakeholder Engagement (Approx. 50%):
• Serve as the technical bridge between business, development, security, and vendor teams.
• Translate complex technical concepts into clear discussions.
• Participate in in-person and virtual stakeholder meetings.
• Hold vendors accountable for integration quality, architectural alignment, and delivery commitments across shared systems.
• Provide architectural leadership during production incidents, support root-cause analysis, and drive corrective actions across vendors.
COMMUNICATION WITH OTHERS:
Internal
: Frequent contact with IT leadership, development teams, security teams, project managers, and business analysts.
External
: Frequent contact with state agency stakeholders, vendors, and system integrators.
WORKING CONDITIONS:
Primarily remote within one flight of Tallahassee.
Must be willing to travel up to 25% of the time if not located in Tallahassee.
Expected on-site presence approximately once per month (company-funded travel).
SPECIFICATIONS:
Knowledge
- Bachelor's Degree in Computer Science, Information Systems, or related field, or equivalent experience.
Strong knowledge of enterprise systems integration and solution architecture.
Skills and Abilities -

Experience -
• Minimum 10 years working with complex enterprise systems
• Multi-vendor integration experience required
• Experience supporting mission-critical production systems and complex release coordination preferred
• 5 years of direct management experience
Physical Requirements -
