Behavioral Health Medicaid Policy Analyst In this position, you will ensure contractual and programmatic compliance, provide operational and technical expertise on compliance oversight, review and advise on policy issues, develop methods to gather data and analyze collected data to monitor and manage contract/program efficacy, provide federal and state legislative analysis, lead proposal development, and provide recommendations on legislative changes to executive leadership. What We Are Looking For Minimum Qualifications: Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work.
Desired Attributes: Requires significant compliance, quality assurance, or quality improvement experience (work, education or lived experience). Preference for demonstrated experience leading or managing compliance functions along with performance or process improvement efforts in health insurance, health care systems, or other delivery systems. Experience with research and audit designs, methods, and analytical techniques, including forecasting and simulation models; designing survey instruments for gathering and reporting data at individual and aggregate levels, and ability to analyze data and recommend changes based on analysis; and producing written reports, presenting data for lay audiences, including data visualization, data analysis, and information summarization with corresponding software and application expertise. Experience with Centers for Medicare and Medicaid Services (CMS) waiver; interpreting and applying relevant federal and state Medicaid laws and regulations, including Medicaid Managed Care regulations; and understanding of health care metrics, with experience in health outcomes and healthcare delivery systems research. Experience with project management principles and methods, and process development, including: identifying scope and risks; providing training; monitoring and tracking project deliverables, schedule, and performance; and coordinating project activities with internal teams and stakeholders. Experience identifying trends and formulating suggestions for policy and program needs including process development and implementation, and progress measurement through detailed plans, goals, and objectives. Requires excellent verbal and written communication skills, including experience with technical report writing and ability to work effectively with internal and external agency partners.
