The Procurement Manager is responsible for leading and managing material procurement activities across the civil contracting business. This role ensures construction materials are sourced in a timely, cost-effective, and compliant manner to support successful project delivery.
The Procurement Manager works closely with Project Managers, Superintendents, estimators, and operations teams to coordinate material buyouts, maintain strong supplier relationships, and support project needs. While this role may assist with issue resolution when needed, primary coordination with engineers, equipment procurement, and subcontracted services remains with Project Managers and Superintendents, who manage those relationships day to day.
Key Responsibilities
Strategic Procurement
Develop and implement procurement strategies aligned with project budgets, schedules, and company objectives.
Identify opportunities for cost savings, process improvements, and supply chain efficiencies.
Support procurement planning to ensure materials are available to meet project timelines.
Operational Procurement
Manage end-to-end procurement of construction materials only for civil construction projects.
Prepare, issue, and manage RFQs and purchase orders for material packages.
Ensure timely delivery of materials to job sites to support project schedules and minimize delays.
Track and manage material orders within procurement systems (e.g., Kojo).
Equipment, rentals, subcontracted services, and bulk materials such as rock, gravel, and stone are not procured through this role and are handled by Project Managers and/or Superintendents.
Evaluate supplier performance and maintain approved vendor lists for material suppliers.
Ensure compliance with specifications, safety requirements, and quality standards for purchased materials.
Supplier Management
Develop and maintain strong relationships with material vendors and suppliers.
Support pricing negotiations to achieve competitive and consistent material costs.
Resolve material-related delivery, quality, or supply issues as they arise.
Project Support & Coordination
Work closely with Project Managers and Superintendents to forecast material needs and delivery schedules.
Support the estimating team by providing material pricing and supplier input during bidding and preconstruction.
Perform final material takeoffs and buyouts once final plans are approved, reviewing plans to quantify materials prior to issuing purchase orders.
Maintain an understanding of construction drawings and specifications to support accurate ordering and adjustments when plan changes occur.
Coordinate with site teams to align material deliveries with construction sequencing.
While engineering coordination is primarily handled by Project Managers, provide support as needed to help resolve material-related issues.
Financial & Reporting
Track material procurement spend and maintain accurate purchasing records.
Monitor pricing trends and market conditions to support purchasing decisions.
Ensure material procurement aligns with project budgets and forecasts.
Prepare reports related to material purchasing, cost savings, risks, and supplier performance.
Compliance & Risk Management
Ensure procurement activities adhere to company policies, contract requirements, and applicable regulations.
Identify and manage material-related procurement risks, including shortages and price escalations.
Support audits and internal reviews as required.
QualificationsQualifications & Experience
Bachelor's degree in Supply Chain Management, Business, Construction Management, or related field (preferred).
5+ years of procurement experience, ideally within civil construction.
Strong knowledge of civil construction materials and supplier networks.
Experience using procurement software and ERP systems.
Strong communication, organizational, and problem-solving skills.
