Position Summary: The Clinical Director is responsible for providing strategic clinical leadership, oversight, and clinical supervision across all outpatient mental health programs at El Hogar. This role ensures that services are delivered with clinical integrity, in compliance with County, State, and Federal regulations, and in accordance with best practices in behavioral health care. The Clinical Director leads the development and implementation of clinical policies, supervises registered associates seeking licensure, and oversees the agency's quality assurance and clinical training efforts. This position also serves as the agency's HIPAA Privacy Officer, maintaining compliance with federal privacy regulations.

As a key member of the leadership team, the Clinical Director collaborates closely with program Directors, direct clinical staff, and executive leadership to support a high standard of care that is trauma-informed, culturally responsive, and client-centered. Keeping the Executive Leadership informed of all operational and programmatic issues.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

Clinical Supervision & Staff Development

  • Provide individual and group clinical supervision to registered associates in accordance with BBS requirements.
  • Offer clinical consultation and coaching to licensed clinicians, case managers, and other program staff.
  • Train and support supervisors in providing effective clinical supervision and documentation.
  • Oversee the agency's clinical internship program, including recruitment, orientation, and supervision of graduate-level interns.
  • Conduct at least 5–10 clinical trainings per year on relevant topics (e.g., documentation, crisis intervention, therapeutic approaches).

Compliance & Quality Assurance

  • Serve as the agency's HIPAA Privacy Officer; ensure compliance with all privacy regulations and oversee the investigation of any privacy breaches.
  • Chair the Quality Assurance (QA) Committee; lead the development, monitoring, and continuous improvement of the agency's QA plan.
  • Oversee monthly internal audits of clinical documentation (minimum of 10% of all charts), and prepare compliance reports for County Quality Management.
  • Ensure timely client re-authorizations and that 90% of active cases maintain valid authorizations.
  • Analyze clinical data to identify service trends, program outcomes, and areas for improvement.
  • Develop and implement clinical policies and procedures to ensure consistency and compliance across all programs.

Program Oversight & Collaboration

  • Act as the clinical advisor for all agency programs, providing guidance on client care, service delivery models, and risk management.
  • Collaborate with the Chief Operations Officer and program leadership on program development, service model refinement, and performance improvement efforts.
  • Participate in executive leadership meetings and cross-functional committees.
  • Attend and present at external stakeholder meetings, including County behavioral health departments, community partners, and funders.
  • Assist in responding to funding opportunities (grants, RFPs) with input on clinical design and capacity.

Supervisory Responsibilities: Directly supervises Utilization Analyst position. Carries out supervisory responsibilities in accordance with the organization's policies and procedures. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience:

· Master's Degree or higher in Social Work, Marriage and Family Therapy, Psychology, Counseling, or a related behavioral health field.

· Active California license as an LCSW, LMFT, LPCC, or Psychologist (Required).

· Licensed Clinical Supervisor status per California BBS regulations (Required).

· Minimum of 5 years of progressively responsible clinical experience in community mental health or outpatient behavioral health settings.

· At least 3 years of clinical supervision and/or leadership experience, preferably in a nonprofit or public sector environment.

· Experience with Medi-Cal documentation, clinical audits, and regulatory compliance in California (Required).

· Familiarity with co-occurring disorders, trauma-informed care, and culturally responsive practices.

· Strong leadership and team-building skills.

· In-depth knowledge of clinical practices, documentation standards, and regulatory requirements.

· Ability to analyze data, monitor performance metrics, and use findings to drive quality improvement.

· Excellent verbal and written communication skills.

· Capacity to balance strategic oversight with hands-on support to staff.

Pay: $125, $131,250.00 per year
