We are currently seeking a Construction Accountant to join our team in support of the HUD Indian Housing Block Grant (IHBG) Competitive Program. This is a critical role focused on evaluating and improving federally funded tribal housing initiatives.
Position OverviewThe Construction Accountant will support a national evaluation of the IHBG Competitive Grant Program. This role requires strong analytical and financial reporting skills to assess the outcomes and cost-effectiveness of tribal housing development efforts. The selected candidate will play a key part in documenting the program's impact, comparing it to IHBG formula-funded projects, and identifying opportunities for program improvement.
Key ResponsibilitiesAnalyze construction and financial records from IHBG competitive grantees to assess:
Program contributions to the supply of affordable housing in Indian areas
Outcomes compared to formula-funded housing programs
Apply construction accounting principles to:
Track costs and trends
Monitor financial obligations and performance
Assist in identifying whether IHBG competitive funding supports new housing development that would not have occurred through formula funding alone
Review and summarize program data to evaluate outcomes, timelines, and budget performance
Support research and documentation efforts related to tribal housing conditions and needs
Contribute to updating measures of housing needs, leveraging research such as:
Pindus — "Housing Needs of American Indians and Alaska Natives in Tribal Areas"
HUD Report
Provide clear reporting, audit trails, and financial statements for program assessments
Recommend improvements to IHBG accounting and program management practices
Required
Bachelor's degree in Accounting, Finance, or a related field
Minimum 3–5 years of experience in:
Construction or project-based accounting
Public sector or federally funded programs
Demonstrated knowledge of:
GAAP
Cost accounting principles
Financial reporting and budget formulation
Proficiency with accounting software and Microsoft Excel
Strong analytical, organizational, and communication skills
Experience working with HUD, IHBG, or similar federal housing programs
CPA or relevant financial certification (e.g., CGFM, CCA)
Experience with Tribal organizations or Native American housing initiatives
Familiarity with government contract accounting standards and compliance
