Your Role

The Organizational Development and Performance team are comprised of three sub-teams: Leadership Development, Talent Mobility, and Talent and Performance Management. The Talent Mobility Specialist, Senior, will report to the Senior Manager of Leadership Development. In this role you will be key in fostering a culture of continuous learning and making Blue Shield a great place to do meaningful work through multiple programs supporting learning for both people leaders and individual contributors. You will work closely with various teams to design and implement leadership development curriculum and program offerings. Your responsibilities will include project management, event management, communications, stakeholder engagement and in-person and virtual facilitation.

Your Work

In this role, you will:

  • Partner to execute short- and long-range strategic plans for effective development, engagement and utilization of human resources
  • Partner to execute practices, processes and programs that enable the company's talent strategy
  • Partner to execute the organization's training and development strategy so that the skills, capabilities and performance of employees meet the organization's current and future needs
  • Partner to execute all training and development activities in an efficient, and cost-effective manner
  • Support end-to-end program management for leadership development programs, including identifying learning needs, contributing to program strategies, developing learning content, delivering programs, and evaluating program outcomes
  • Support end-to-end program management for leadership development programs, including identifying learning needs, contributing to program strategies, developing learning content, implementing programs, and evaluating program outcomes.
  • Provide proactive stakeholder management and communication with internal stakeholders who sponsor, facilitate, and/or participate in Blue Shield learning programs
  • Conduct internal and external research to identify industry trends, best practices, and emerging leadership opportunities to drive our offerings and ensure we are staying relevant and timely

Your Knowledge and Experience

  • Requires a bachelor's degree or equivalent experience
  • Requires 5 years of relevant experience, inclusive of HR or program management, ideally in organizational development and learning roles
  • Requires self-direction to make progress with limited information or direction, takes initiative to seek support when needed, and can be agile and flexible
  • Requires ability to understand stakeholder needs, be responsive to feedback, ask thoughtful questions, and customize deliverables to stakeholder needs
  • Requires strong interpersonal and communication skills, both verbal and written
  • Requires strong proficiency in Microsoft PowerPoint and Excel
  • Desired: Experience designing and delivering learner experiences and/or programs in person and/or virtually
  • Some delivery may be in-person at one of our hubs in Oakland, Long Beach or Sacramento

Two Ways of Working:

  • Hybrid (Default): Work from a business unit-approved office at least two (2) times per month (for roles below Director-level) or once per week (for Director-level roles and above). Exceptions:

o Member-facing and approved out-of-state roles remain remote.

o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.

o For employees with medical conditions that may impact their ability to work in-office, we are committed to engaging in an interactive process and providing reasonable accommodations to ensure their work environment is conducive to their success and well-being.

  • On-Site: Work from a business unit-approved office an average of four (4) or more days a week.

Physical Requirements:

Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
