Job Summary
This position is a hybrid on-site role two to three days a week. The Subcontract Program Manager V leads and manages complex, high-value subcontracts for high-volume manufacturing programs in support of U.S. Government contracts. The role requires demonstrated experience managing subcontracts in high-volume manufacturing settings and ensures compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), International Traffic in Arms Regulations (ITAR), and company policies. The role further requires a strong background in supplier performance management, cost and schedule control, and cross-functional coordination within a government contracting environment.
Responsibilities and Tasks
- Develop subcontract strategies, prepare solicitations, lead proposal evaluations, conduct negotiations, and manage awards through contract closeout.
- Ensure strict adherence to FAR/DFARS, ITAR, and other applicable regulatory requirements throughout the subcontract lifecycle.
- Serve as the primary interface with suppliers to ensure contract requirements are met and performance metrics are achieved.
- Collaborate with program management, engineering, quality assurance, and operations to align subcontract deliverables with program schedules and technical objectives.
- Identify and mitigate subcontract risks, prepare risk management plans, and implement corrective actions as necessary.
- Manage budgets, monitor Earned Value Management (EVM) data, and track schedule performance to ensure contract milestones are met.
- Conduct supplier performance reviews, participate in internal and external audits, and ensure accurate documentation and reporting.
- Recommend and implement subcontract management process enhancements to increase efficiency and compliance.
Education, Experience, Licenses and Certifications
- Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or related field.
- Minimum 10 years of progressive experience in supply chain, procurement, program management, or engineering within a U.S. Government contracting environment.
- Demonstrated experience managing subcontracts in high-volume manufacturing settings.
- Strong working knowledge of FAR/DFARS, ITAR compliance, and government flow-down requirements.
- Proven success in negotiating complex government subcontracts and managing supplier performance.
- Proficiency in Earned Value Management (EVM) principles.
- U.S. Citizenship required.
- Ability to obtain and maintain a U.S. Government Secret (or higher) Security Clearance.
Skills and Abilities
- Professional certifications such as CPCM, CFCM, or PMP , preferred.
- Experience with Cost Accounting Standards (CAS), preferred.
- Proficiency with ERP/MRP systems such as SAP or Oracle, preferred.
- Experience using Microsoft Project, preferred.
- 1-2 direct reports
- Occasional domestics and international travel to supplier and customer sites.\
