Duties & Responsibilities
Purpose of Position
:
Under the oversight of Corporate Human Resources, the Classification and Compensation Specialist performs reviews and audits of system-wide classification activities, to facilitate evaluation and classification of positions and prepares studies on classification, organization, compensation planning and salary structures. Maintains confidentiality of employee and compensation data in compliance with applicable laws, New York Health + Hospital policies and procedures.
Essential Duties And Responsibilities
- Analyzes and evaluates duties and responsibilities of positions for purposes of allocating positions to appropriate classes, for determining classes in a particular job or occupational series, for identification of related job classes or job families and for appropriate mix of classes in a particular organizational unit or section.
- Develops and recommends guidelines to ensure that established and proposed positions are essential to the successful accomplishment of work and that position requirements are directly related to established work standards.
- Resolves technical classification issues and performs research studies, field audits and investigations.
- Reviews proposed reclassifications, new title recommendations, recommends revisions and modifications.
- Conducts wage and salary surveys and analyzes data to determine current Corporation positions.
- Prepares data with recommendations for use in collective bargaining negotiations, for determining and adjusting salaries, wage and salary structures or compensation practices, as appropriate.
- Participates in coordination of classification and wage and salary administration practices throughout the health care setting in accordance with Corporate policies, plans, rules and regulations.
- Determines appropriateness of Group 11 and Group 12 designations, jurisdictional classes and makes appropriate recommendations.
- Performs classification audits and reviews of local unit activity to assure conformance with prescribed plan of titles and classification standards.
- Conducts and reviews complex classification and compensation analyses to support industry standard pay practices and job alignment.
Minimum Qualifications
- Bachelor's degree from an accredited college or university in Organizational Management, Finance, Mathematics, Computer Science, Business Administration, or Economics; and,
- Three (3) years of experience in personnel administration, human resources management or public administration, at least two (2) years of experience in position classification, compensation analysis or administration, wage and salary administration, or organizational analysis in a large public or private organization; or,
- Satisfactory equivalent combination of training, education, and/or experience. However, all candidates must have a minimum of a Bachelor's degree in disciplines, as listed in "1" above.
Department Preferences
- Experience and/or strong familiarity with NYC and/or H+H NYC and/or H+H collective bargaining agreements including knowledge of various salary differentials, title structure and/or civil service system.
- Ability to accurately calculate salaries at various points in time including ability to apply percentage increases and identify issues in calculations.
- Experience with and knowledge of PeopleSoft, particularly with query modules, including creation of ad hoc and modification of canned queries. Human Resources certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) and/or knowledge of Human Resources as a discipline, including, Classification and Compensation, Job Analysis and other related areas.
- Excellent communication skills (e.g., speaking, writing, presenting) and strong interpersonal skills and the ability to collaborate and communicate with staff at all organizational levels.
- Advanced knowledge of Microsoft Office applications, including charts, formulas, V-lookup and pivot tables in Excel; advanced formatting and review functionality in Word, and organizational charts and process flows in Visio.
