Job Title: Medicaid Billing Coordinator

Location: Remote, based anywhere in Pennsylvania

Job Type: Full Time

Salary Range: $55,000 - $70,000, plus benefits, commensurate with experience

Anticipated Start Date: January 20, 2026

About the Role

Mile 2 Consulting is seeking an individual with strong quantitative skills, communication skills, and process management skills to support Pennsylvania school districts and charter schools to maximize SBAP program revenues and efficiently administer the program.

This position will help participating school systems generate critically needed revenues that will be used to enhance health service offerings for children and improve student outcomes. The Medicaid Billing Coordinator will play a critical role in providing tailored technical assistance to school systems across the state, helping them navigate SBAP enrollment, billing, general administration, record keeping, and compliance.

Key Responsibilities

Program Coordination

  • Work with each participating school system's ACCESS Coordinator to ensure the efficient implementation of all program elements.
  • Ensure all reports, service logs, RMTS responses, and other required program information are submitted accurately and in a timely manner.
  • Work with each participating school system's ACCESS Coordinator to review and enhance the systems necessary to efficiently administer the SBAP program.
  • Update and maintain spreadsheets or databases that track program implementation.
  • Assist Mile 2 Consulting colleagues in the collection of and analysis of data required to compile analytical analyses and SBAP-required reports.

Program Oversight and Compliance

  • Monitor the program compliance of participating school systems, including documentation, timelines, reporting, verification of provider qualifications and eligibility, and verification of student Medicaid eligibility.
  • Review student IEPs for compliance with SBAP requirements.
  • Support school systems to successfully prepare for, respond to, and complete state review and audit processes.
  • Work with all relevant individuals and departments to ensure that school system records are maintained in an efficient and orderly manner, and are regularly kept up to date. Where necessary, encourage and support each district's transition to online digital record-keeping.

Billing and Reimbursement

  • Support participating schools systems to effectively manage all SBAP data collection and submission processes - including the cost settlement process.
  • Work closely with local ACCESS Coordinators and service providers of participating school systems to verify and submit accurate claims and reports.
  • Work with local ACCESS Coordinators to develop and implement systems for tracking claim submissions, denials, and payments and to resolve discrepancies or errors in a timely manner.

Collaboration and Communication

  • Serve as a clear and consistent link of communication between the ACCESS Coordinator, the Business Office, the Special Education Department, and school-based special education staff and IEP facilitators, ensuring alignment on program goals, timelines, and compliance requirements.
  • Facilitate cross-functional collaboration to support accurate documentation, efficient billing, and strategic decision-making.
  • Regularly communicate program updates, regulatory changes, and best practices to staff to ensure district-wide awareness and compliance.
  • Conduct meetings of district and school administrators as necessary to review SBAP data and discuss strategic actions to optimize program revenue.

Reporting and Analysis

  • Collaborate with Mile 2 Consulting colleagues on the preparation or generation of dashboards, reports on program performance, revenue forecasts, audit-readiness reports, and compliance metrics. Present this information to school system stakeholders as necessary.
  • Develop expertise in Mile 2 Consulting's data systems and reporting tools.
  • Develop expertise in the reporting capabilities of the online SBAP systems used by the state and its vendors, and work with local ACCESS coordinators to regularly monitor relevant reports
  • Collaborate with Mile 2 Consulting colleagues to use strategic data analysis to identify patterns, gaps, and opportunities to optimize Medicaid reimbursement and improve program efficiency.
  • Collaborate with local ACCESS Coordinators and with finance and special education leadership to interpret SBAP-related data and to support informed, data-driven decisions that enhance district revenue.
  • Monitor district-wide performance on an ongoing basis, providing actionable insights and recommendations for continuous improvement.

Compliance and Documentation

  • Provide expertise on SBAP policies, documentation standards, and reimbursement procedures.
  • Help colleges adapt their record-keeping practices to meet SBAP requirements, including documentation, retention, and reporting standards.
  • Ensure compliance with all relevant SBAP regulations and timelines.

Training and Technical Assistance

  • Provide training and support to staff and administrators at participating school systems on the requirements of the SBAP program.
  • Provide training to health service providers and participants in the Medicaid Administrative Activities Claiming program on service logging and responding to RMTS outreach.
  • Provide training to IEP coordinators and IEP facilitators on guidelines for writing SBAP-compliant IEPs.
  • Provide training and technical assistance for all other components of the SBAP program as necessary.

Travel and Onsite Support

  • Occasionally provide on-site support to participating school systems to assist with training, record-keeping, or other program implementation needs.

Qualifications

Must Haves

  • Strong organizational skills and attention to detail.
  • Ability to manage and safeguard confidential records.
  • Strong analytical skills, including proficiency with Excel or Google Sheets.
  • Excellent communication and interpersonal skills, including the ability to communicate effectively with school system professionals from finance and special education departments.
  • Proactive problem-solving skills.
  • Ability to operate independently and be a self-starter.

Extra Points For…

  • Recent experience coordinating the School Based Access Program in a school system generating consistently strong SBAP revenues.
  • Experience writing or facilitating the development of student IEPs.
  • Experience with business intelligence or data visualization tools such as Tableau, PowerBI, or similar applications.
  • Strong relationships with other Pennsylvania special education directors and chief business officers.
