Job Duties
Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg, Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870, when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property.
CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care, as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the person's individual needs, recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication, evidence-based group and individual therapy, peer support, psychosocial rehabilitation, vocational training, preparation for court, and treatment for substance use.
Central State Hospital is recruiting for a Payroll Technician to manage comprehensive payroll functions in compliance with federal, state, and local regulations. The Payroll Technician will process multiple aspects of recurring payroll for approximately 1,000 employees through the Cardinal Human Capital Management System (Cardinal HCM), including overtime, shift differentials, lost time, separations, and special payments, while ensuring accuracy and timely disbursement. This role resolves payroll discrepancies, provides technical guidance to administrators and employees on payroll accounting, salaries, deductions, retirement plans, and contribution accounts, and oversees auditing of timesheets, payroll registers, and leave records. The position also includes administering garnishments, tax liens, federal and state income tax, and work verifications, ensuring compliance with court orders and timely employee notifications. The ideal candidate will review, reconcile, and approve payroll reports, maintain accurate payroll and HCM data, and certify leave accruals and usage, all while serving as a critical resource for payroll-related inquiries and ensuring accurate, timely, and compliant payroll operations.
Knowledge, Skills, and Abilities Required to Successfully Perform the Job:
- Knowledge of current payroll methodologies and processes, preferably in the area of Commonwealth of Virginia payroll systems (Cardinal, Kronos, VNAV, etc.)
- Strong mathematical and analytical skills.
- Strong knowledge of Microsoft Office Suite applications (primarily Excel and Word)
- Ability to interpret, understand, and apply rules, regulations, and operating procedures.
- Excellent interpersonal skills using tact, patience and courtesy with all internal and external customers
- Ability to work in a high paced and diverse environment
Minimum Qualifications
- Clerical Experience
- Knowledge of payroll functions (taxes, wage processing, garnishments, etc.)
- Experience in a diversified payroll environment – preferably public sector and/or non-profit organization
Additional Considerations
- Experience using Commonwealth of Virginia payroll systems (Cardinal, Kronos, VNAV, etc.)
