Summary

The Legal Program Director manages the administration and supervision of the Multicultural Legal Services Program. Mosaic Family Services' Multicultural Legal Services Program provides trauma-informed and culturally responsive civil legal representation to Mosaic clients who are survivors of intimate partner violence and human trafficking. The primary focus is on immigration and family. Law. The Counter-Trafficking Division includes but is not limited to: applications for immigration relief, immigration court representation, crime victim rights representation, and representation in family law matters.

Essential Functions and Responsibilities

Supervisory Responsibilities - Programmatic supervision of legal services program.

• Supervises and supports staff, interns, and volunteers, including recruitment, hiring, training and professional development, staff engagement and teambuilding, and staff evaluations.
• Oversee legal work provided by attorneys, paralegals, legal assistants, interns, and/or volunteers.
• Perform staff evaluations and respond to client complaints.
• Ensure that staff deliver trauma-informed/responsive, survivor-centered, culturally responsive services in a manner that reflects Mosaic's mission, core values, and approaches.

Program Management Responsibilities

• Day-to-day oversight of program operations, budget, activities, and services and responds to crisis situations when necessary.
• Develop, formalize and implement existing agency and program policies and procedures for the legal department that comply with agency, grantor, and/or state and federal requirements and laws.
• Oversee and coordinate office operations, program forms, vendor contracts, etc.
• Perform regular check-in with team and supervisor to establish caseload goals and priorities, and development of program in consideration of agency and client needs, gaps, goals, and growth.
• Provide training to staff on federal privacy and confidentiality and develop and implement written policies and procedures regarding technology and security of client files.
• Conduct program monitoring, evaluation, and client and community feedback to ensure effectiveness of service delivery.
• Maintain and update existing methods of data collection and provide training and monitoring to ensure accuracy.
• Ensure that case files are properly maintained (physical and electronic).

Grant Management & Compliance Responsibilities - Ensure grant requirements are met.

• Maintain organized list of existing grant and award requirements.
• Attend training by any government grantors and review policy manuals issued by Department of Justice, or any subgrant agreements.
• Communicate the requirements to current staff effectively and monitor compliance at regular intervals.
• Prepare grant reports that address goals and outcomes in a timely manner.
• Work with agency grant writer to prepare and submit grant proposals (both government and private) as needed to continue and sustain legal services for family violence and human trafficking survivors.

Liaison Responsibilities (Internal and External - Community Outreach, Education, Partnerships)

• Perform community outreach and education on legal rights and remedies available to survivors.
• Lead professional education activities for related professions on legal rights and remedies available for survivors and procure continuing legal education credits where possible.
• Ensure program outreach materials are up to date and effective at reaching multiple audiences
• Recruit and train pro bono attorneys.
• Maintain relationship with law schools and continue to develop a legal internship program.
• Oversee recruitment and assignment of non-legal volunteers including interpretations, translation.
• Maintain positive relationships and collaboration with other agencies, legal services providers, private bar, etc.
• Collaborate with the Victim Services leadership team in support of cohesion and alignment of program policies and procedures, evaluation, resources, outreach and partnerships, and compliance.

Direct Services Responsibilities

• Coordinate referral process and communication for legal assistance and consults.
• Maintain caseload of clients proportional to management duties.
• Interview and counsel clients; provide support to clients.

Other Responsibilities

• Participate in ongoing supervision and evaluation with Supervisor.
• Maintain and utilize updated professional knowledge and development of legal, family violence, human trafficking, community resources, trauma-informed care, and other related topics.
• Other job-related duties assigned by Supervisor and/or their designee.

Qualifications and Skills

Required

• Juris Doctor (J.D.) or equivalent from an accredited law school
• Currently licensed to practice law within the State of Texas (or ability to obtain Texas Bar license during probationary period).
• At least two (2) years of experience supervising staff, paralegals, legal assistants, interns, and/or volunteers.
• At least four (4) years of experience practicing either family law or immigration law.
• Ability to motivate, lead, supervise, and evaluate staff.
• Ability to provide and receive feedback and respond in a constructive, supportive manner.
• Ability to solve practical problems and deal with a variety of variables.
• Ability to effectively work and communicate (oral and written) with individuals from diverse backgrounds.
• Proficiency in technology skills (e.g. Microsoft, Adobe, Legal Server, etc.).

Preferred

• Experience serving domestic violence and/or human trafficking survivors.
• Prior legal services, public interest, or volunteer experience servicing low-income people.
• Demonstrate commitment to issues involving immigrants, refugees, and other underserved populations.
• Professional fluency in written and spoken Spanish and/or other language(s).

Experience:

• legal team and/or legal intern supervision: 2 years (Required)
• practicing family or immigration law: 4 years (Required)
• prior experience working with low-income people: 2 years (Preferred)

License/Certification:

• J.D. or equivalent from an accredited law school (Required)
• current license to practice in State of Texas (Required)
