General Description and Hiring Rate

Under the general direction of a Recreation Superintendent, or designee. This position is located at the Safety Harbor Community Center. Performs supervisory work primarily, but not exclusively, involving the organization and direction of the licensed afterschool program and full day summer camps in the Recreation Division of the Leisure Services Department. Work involves the planning and implementation of recreational activities in accordance with City codes and Departmental policies. Work is performed with independence. Work is reviewed through oral and written reports, conferences, and resulted obtained.

Essential Job Functions
  • Develops, designs, organizes, promotes, and directs recreation programs at a City recreational facilities and parks.
  • Oversees a specified focus area of recreation program development; evaluates and determines program costs and budget projections.
  • Responsible for the selection, supervision, training and evaluation of recreation staff to include full/part-time permanent personnel, seasonal personnel, volunteers, and contractual instructors.
  • Responsible for developing, implementing and evaluating Departmental programs for varied ages and areas of interest.
  • Confers with community groups, individuals and contractual instructors to determine needs of the participants; deals with public tactfully and diplomatically.
  • Creates and implements annual goals, measures and action plans for assigned focus area.
  • Conducts and/or coordinates staff and volunteer training sessions.
  • Effectively responds to inquiries regarding recreation programs and registration fees; administers instructor pay procedures.
  • Works closely with Recreation team in scheduling facilities, preparing program budgets, evaluating revenue, and expenses.
  • Responsible for supervision, maintenance and control of a facility during a specific shift which includes a building outreach site, playground, athletic field/courts, or any combination of facilities.
  • Maintains necessary records; prepares reports; maintains attendance records, if required.
  • Provides instruction; assists in conducting recreational activities and various sport activities for citizens.
  • Assists contractual instructors in setting up and maintaining required equipment.
  • Maintains a good rapport with activity participants and the community to help determine program needs/goals.
  • Responsible development of assigned focus area programs, including purchase requisitions, publicity, delegation of assignments, evaluation and determination of program costs and budget projections.
  • Develops and implements an effective public marketing, publicity, and promotional program/event plan.
  • Opens, closes, secures a facility and ensures all rules and regulations of facilities are enforced; all precautions are taken to maintain participants' safety in accordance with regulation; utilize appropriate accident/injury protocols to include first aid assistance and/or seeking assistance, when needed.
  • May supervise a group of participants, planning activities and administering discipline in a camp situation or playground program.
  • Prepares daily financial reports, costs, and budget analysis of focus area programs.
  • Acts as a supervisor in the absence of the Recreation Facility Manager.
  • Remains active in professional associates; stays current on trends in the profession.
  • Maintains licenses/certifications relative to position.
  • Performs special assignments and/or projects as requested.
  • Evening and/or weekend work will be required.
  • Performs other duties as assigned.

Minimum Qualifications

KNOWLEDGE, ABILITIES, AND SKILLS

  • Knowledge of community needs and resources for leisure activities.
  • Knowledge of a variety of recreational activities and equipment.
  • Knowledge of the rules and regulations governing the play of a variety of recreational games.
  • Ability and skill in the safe operation of all Department motor vehicles and equipment.
  • Ability to responsibly oversee the use of a recreational facility.
  • Ability to effectively communicate and collaborate with elected officials, Department Directors, the general public, and Staff in an effort to achieve common goals, objectives, and outcomes.
  • Ability to maintain effective working relationships with participants, community groups, and advisory boards.
  • Ability to be creative in the development of programs.
  • Ability to work flexible hours.
  • Ability to communicate clearly and effectively, both orally and in writing.

TRAINING AND EXPERIENCE
Bachelor's degree in recreation, leisure services, or related field; supplemented by two (2) years of work experience supervising recreational activities or related programs; or an equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Certified Leisure Professional required. CPR/First Aid certification within six (6) months from date of hire. Ability to obtain a specified certification and/or licenses relevant to focus area within eighteen (18) months from date of hire.

Ability to access, input and retrieve information and data from a computer.
Ability to access file cabinets for filing and retrieval of data.
Ability to lift a minimum of thirty (30) lbs.
