Main Purpose of JobThe main purpose of this position is to manage, direct, supervise, lead, and guide the activities and staff of the Program Services Branch, which supports the Division's executive and field staff activities, consistent with the Division's mission of making communities safer by providing levels of control of offenders through comprehensive case management and intervention strategies. The unit within Program Services / Office of Administration includes management information services, clinical services, policy development, performance measures, Public Information Act (PIA) Administrator, compliance and monitoring, contract compliance, budgetary oversite, external reporting, DPP Information Technology, and facilities. This position serves as a key advisor to the Director, participates on the Division's Executive Leadership Team, and handles special projects and grants.
POSITION DUTIESThis is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.
Review and Coordinate Unit Activities. Meet regularly with Program Services Branch staff to ensure that protocols, practices, and policies directly support field operations. Review unit operations and resolve any issues, concerns, or problems. Identify ways that units can work together to maximize Division operations and activities. Ensure that the preparation of the Division's policy and procedures are consistent with the Division's vision and mission.
Oversee the Division's Managing For Results Process (MFRV As part of the MFR process, create and manage a Performance Measures Committee within the Division that represents all Division operational units to develop performance measures within the Division. The Committee will meet regularly to identify appropriate performance measures at the Divisional and operational units level. This Committee will develop protocols in the areas of performance-based measures and managing for results, evaluate the Division's progress in meeting established performance measures, and make recommendations for improvements to meet performance measure objectives. Attend MFR training, draft MFR documents or reports for the Director, and maintain statistical MFR data. Obtain and review research on performance measures, managing for results, and quality assurance.
Oversee Grants/Special Projects. Acquire additional resources for the Division by researching and applying for federal and state criminal justice grants, which support and/or further the Division's mission. As appropriate, function as principle investigator/project manager on grants, such as the Center for Sex Offender Management (CSOM) Collaborative Program Planning Grant and HIDTA Treatment Grant. Initiate, work, develop, research, or take the lead on special projects for the Director, such as written or computerized presentations, special reports, memoranda of understanding, representation at meetings (such as at the HIDTA Executive Committee) and the like.
Manage Staff. Manage, direct, lead, supervise, and evaluate subordinate staff. Guide staff in meeting their units objectives and strategies. Assist staff in developing leadership among their own staff. Set staff performance standards, conduct performance evaluations, and recommend improvements in performance and/or specialized training. Nominate staff for awards or bonuses, as warranted. Conduct progressive discipline when needed. Review and approve time sheets and leave requests. Make hiring and termination recommendations to the Director. Interview, orient, and train new staff.
