The Portfolio Manager is responsible for the day-to-day operational management and end to end delivery ownership of an assigned portfolio of contracts, projects, and client engagements, acting as the primary management point of contact for assigned clients from project kick-off through close-out.
This is an operational and execution-focused management role, operating within established organizational strategies, governance frameworks, and delegated authorities. The Portfolio Manager may act as Project Manager for assigned contracts and may conduct billable tasks as required, within defined capacity limits.
- Provide direct line management of assigned employees, individual contractors, and sub-contractors
- Conduct probationary and ongoing performance reviews in accordance with company processes
- Monitor absences and workload; approve timecards, corrections, and travel requests within delegated authority
- Coordinate onboarding preparation and execution; monitor hire start dates
- Provide coaching, feedback, and operational guidance to team members
- Ensure mandatory training is completed and support ongoing development of assigned staff to sustain delivery capacity.
- Act as Project Manager for assigned contracts, including delivery oversight, contract management, and budget forecasting
- Provide operational coverage and support to the Head of LOB (Line of Business), SimDOSS contract Senior Project Manager, and LPS contract Senior Account Manager as required
- Ensure end-to end delivery ownership for assigned contracts, including initiation, execution, monitoring, and close-out.
- Coordinate operational activities across projects
- Manage assigned operational and delivery risks; escalate issues as required
- Ensure execution aligns with contractual obligations, schedules, and internal standards
- Conduct billable tasks as required, within defined capacity limits
- Own the operational client relationship for assigned contracts, acting as the primary management point of contact for clients
- Support client Technical Authority engagement for content awareness, new task discussions, and contract extensions
- Maintain effective working relationships to support delivery continuity and issue resolution
- Review, verify, and approve Contract and Task Authorizations within delegated authority
- Monitor financial performance for assigned contracts and support Finance and LOB leadership with pursuing ageing invoices and resolving variances
- Support quotation development and contract extensions
- Collate monthly operational and contractual reports, ensuring compliance with contract requirements
- Provide inputs to senior management reviews and other reporting products as requested
- Support proposal activities, including GO / NO-GO inputs and recruitment liaison
- Set up and manage Opportunities in accordance with established processes
- Coordinate proposal development and packaging; act as executional Technical Lead for delivery and resourcing inputs in liaison with other ADGA teams
- Support Growth and Business Development activities when requested
- Coordinate recruiting and resourcing activities for projects and contracts
- Support Defence Services resourcing plots
- Coordinate security clearance, Controlled Goods registration, and visit clearance requests
- Maintain effective information and knowledge management practices across the portfolio
- Post-secondary education in business, management, or a related field, or equivalent experience
- Demonstrated experience in project and contract management within a services or delivery environment
- Experience providing supervision or operational leadership to employees and or contractors
- Ability to manage people, contracts, and operational delivery within defined authorities
- Working knowledge of project and contract management best practices
- Ability to coordinate operational activities across multiple projects or client environments
- Effective communication and stakeholder coordination skills
- Must be able to obtain and maintain a Government Secret Level Clearance
- Hybrid (onsite and remote)
