What is BHARP?

The Behavioral Health Alliance of Rural Pennsylvania (BHARP) is a nonprofit organized to support the implementation of HealthChoices, Pennsylvania's managed care program for Medical Assistance recipients, in 24 rural Pennsylvania counties. The 24 counties include: Bradford, Sullivan, Cameron, Elk, Centre, Clarion, Clearfield, Jefferson, Columbia, Montour, Snyder, Union, Forest, Warren, Greene, Huntingdon, Mifflin, Juniata, McKean, Northumberland, Potter, Schuylkill, Tioga, and Wayne County. The organization is comprised of mental health and substance use disorder administrators from the member counties and is staffed by experienced, dedicated, and talented individuals. BHARP's vision is to ensure that all individuals receiving behavioral health services in the BHARP region have access to a comprehensive array of high quality, cost effective, community based, and recovery-oriented services that maximize their potential for recovery.

What are we looking for?

Data Analyst

Under the direction of the Director of Information Technology, The Data Analyst is primarily responsible in helping BHARP extract meaningful insights from our data to guide business decisions and strategies. The Data Analyst will be responsible for collecting, analyzing, and interpreting data, as well as presenting data to various stakeholders. The Data Analyst's work will directly impact our organization's growth and success.

This is a remote position with the requirement to come into the BHARP office, located in State College, PA, as requested by management.

The primary duties for this position will include:

  1. Gather and capture data requirements for reporting and business intelligence. Engage with internal and external users to elicit requirements and develop a clear understanding of the necessary KPIs to ensure effective insights and reports. Work closely with the BHARP Operations department to understand and address their analytics needs

  2. Perform data collection in support of analysis and reporting needs. Develop expert knowledge in data sources and availability. Query data sources to create necessary datasets for analysis and reporting needs. Conduct surveys and other collection activities where data can be gathered.

  3. Perform exploratory data analysis to identify trends, patterns, and anomalies. From the data, articulate the questions that BHARP should be asking. Surface these findings with key stakeholders for awareness, planning, and potential action.

  4. Interpret data, develop findings, and derive actionable insights. Establish sound and rational connections between data trends and results with BHARP questions, goals, and strategies.

  5. Produce data reports, visualizations, and presentations that effectively communicate findings and insights. Leverage existing dashboard and reporting solution (i.e. Tableau) to develop engaging and interactive insights. Develop visualizations for use in presentations and published materials to a variety of audiences.

  6. Oversee the execution and delivery of scheduled reports. Ensure reports are timely, accurate, and pertinent to the business and operations they support.

  7. Work collaboratively with Data Warehouse Administration in defining requirements for overall data architecture and management. Articulate the business needs and drivers that define how data should be structured and stored for optimal reporting and analysis.

  8. Evaluate BHARP data for quality. Identify areas for improvement and propose solutions to address deficiencies.

  9. Develop, maintain, and deliver training to BHARP employees and/or business partners on existing reports and dashboards used by the organization, as well as self-service reporting features.

  10. Maintain an attitude of intellectual curiosity to keep current with present and future trends in industry and the professional practice of data analysis.

  11. Provide back-up support for IT peers in BHARP as needed. Take on other duties and tasks as assigned by the Director of Information Technology and management.

  • Bachelor's degree in a relevant field (e.g., Statistics, Computer Science, Business, Economics, Public Health, Public Health, Behavioral Health, Statistics, or another related field (master's degree preferred).
  • At least five years of experience in data analysis, program evaluation, or quality improvement within behavioral health, human services, or healthcare.
  • Demonstrated ability to interpret data in a policy, clinical, or programmatic context.
  • Proficiency in SQL and Excel; familiarity with Tableau or similar visualization tools sufficient to collaborate with data visualization staff.
  • Experience with behavioral health or Medicaid datasets and knowledge of HealthChoices and OMHSAS reporting preferred.
  • Strong written and verbal communication skills, with the ability to present data to diverse audiences.
  • Knowledge of data governance, privacy, and security best practices.

Due to the nature of our work, it is required to have certain licenses or clearances. These include:

· Valid Pennsylvania driver's license and automobile

· Medicaid exclusion check

· Clearances: Child Abuse History, Criminal Record Check, DMV Record Check, FBI fingerprinting

· Immigration and naturalization (I-9) clearance
