ABOUT THIS POSITION

The City of Phoenix is seeking a dynamic professional Light Rail Administrator to lead and manage comprehensive light rail initiatives, partnering with residents, city departments, and key stakeholders to develop and implement impactful transportation solutions. This role offers the opportunity to exercise independent judgment, present innovative programs to City leadership, and drive results that shape our city's mobility landscape.

Key Responsibilities:

  • Advise City management on light rail issues, needs, and strategic priorities; develop and present actionable recommendations.
  • Manage an interdisciplinary team of supervisory and professional staff dedicated to light rail planning and implementation.
  • Authorize expenditures and approve project changes or additions that impact program budgets.
  • Serve as liaison to Valley Metro, community stakeholders, and leadership across multiple City departments.
  • Collaborate with residents, organizations, and government entities to develop and implement light rail initiatives.
  • Use data to drive equitable, efficient, and effective program outcomes for diverse communities.
  • Prepare and present program proposals and policy recommendations to City leadership and Council.
  • Assist with staffing transportation sub-committees and oversee planning for regional light rail extensions.

  • Oversee budget planning and review for assigned light rail programs and initiatives.

SALARY

Pay & Hiring Range: $133, $173,305.60 annually.

Pay Range Explanation:

  • Pay range is the entire compensation range for the position classification.
  • Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
  • The City contributes 9% of salary into 457/401(a) plans with no matching required. $6,000/annual car allowance and $1,440/annual cell phone allowance.

MINIMUM QUALIFICATIONS
  • Five years of experience in municipal management positions with authority for program direction and budget administration, or for coordination and supervision of such functions.
  • Master's degree in public or business administration.
  • Other combinations of experience and education which meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Experience and expertise in light rail systems, transit-oriented development, or regional transportation planning.
  • Experience advising executive leadership and elected officials on transportation policy, strategy, and program development.
  • Experience in public sector program management, particularly in transportation, infrastructure, or urban planning.
  • Experience with stakeholder engagement, including working with community groups, elected officials, and intergovernmental agencies.
  • Experience with municipal budgeting and policy development processes.
