The Communicable Disease Bureau (CDB) within the Center for Healthy and Safe Communities (CHSC) oversees programs to respond to common infectious diseases including HIV, STD, hepatitis and TB, while also providing services for child and adult immunization/vaccination and refugee health. A number of programs are partially funded with grants from the federal Centers for Disease Control and Prevention (CDC) including HIV prevention, STD, hepatitis, TB and immunization. The bureau sets policies and clinical protocols and manages contracts to reduce the spread of communicable disease across New Mexico.

Why does the job exist?

The Refugee Health Program in the PHD, CHSC, Communicable Disease Bureau (CDB) received additional funds in state fiscal year (SFY through a Governmental Services Agreement from the NM Health Care Authority (HCA) to create a number of new positions to expand program services. The Refugee Health Program has grown in complexity, scope, and service delivery over the past three years. This new Program Manager will oversee the program budget including funds from HCA, manage all contracts with refugee health providers, supervise staff, and set policies for program activities.

How does it get done?

  • Program Development and Oversight: Design, implement, and evaluate physical and mental health screening and referral programs for eligible populations statewide. Provide technical oversight to regional Public Health staff to ensure service delivery meets federal and programmatic benchmarks.
  • Contract Management and Capacity Building: Design and manage contracts with community partners to deliver health promotion, health navigation, and support services. Oversee roughly $1 million in funds from HCA and program revenue to deliver innovative health access projects and provider training initiatives that strengthen service delivery for refugee populations.
  • Budget Oversight and Financial Management: Manage budget to ensure proper allocation and use of resources, monitor expenditures, and report financial performance to internal and external stakeholders.
  • Administrative Leadership and Supervision: Supervise program staff, oversee program evaluation and reporting, and liaise with division leadership and funding agencies to ensure strategic alignment and compliance.

Persons in the United States with status as refugees or asylees and who need health care services.

Ideal Candidate

Experience managing public health programs including evidence-based practices to improve both physical and behavioral health among populations.

Knowledge of working with disenfranchised populations with disproportionate health needs.

Minimum Qualification

Associate degree in Business Administration, Healthcare Administration, Statistics, Finance, or a related field and three (3) years of experience with a public assistance program, medical, healthcare, educational, or state facility working with policies and procedures, conducting analysis/research, providing or requesting information from the general public, working with communities, working on health or social service related matters, social work/case management, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License.

Working Conditions

  • Work in an office setting with exposure to visual/video display terminal (VTD) and extensive personal computer and phone usage.
  • Ability to lift up to forty (40) lbs.
  • Occasional out-of-state and in-state travel required.
