Job Description:

The Nebraska Department of Health and Human Services is seeking a strategic and detail-oriented IT Manager – Data Management to lead and oversee the organization's data infrastructure, governance, and lifecycle management. This role is responsible for ensuring the integrity, security, accessibility, and usability of enterprise data across systems and departments. The ideal candidate will have a strong background in data architecture, database administration, and data governance, with proven leadership experience in managing cross-functional teams and projects.
This is listed statewide, as we may consider placement in other DHHS office locations across Nebraska for the right candidate; however, the Nebraska State Office Building in Lincoln is highly preferred.

Salary: Pay range for this position is $ $73.497 commensurate on education and experience, if approved.

Key Responsibilities:

  • Data Strategy & Governance

    • Manage enterprise-wide data management strategies and policies.

    • Manage data governance frameworks, including data quality standards, metadata management, and compliance protocols.

    • Collaborate with business units to align data initiatives with organizational goals.

  • Team Leadership & Development

    • Lead and mentor a team of Agile team members that include data analysts, database administrators, and data engineers.

    • Foster a culture of continuous improvement, innovation, and accountability.

  • Data Infrastructure & Operations

    • Oversee the design, implementation, and maintenance of data platforms (e.g., SQL databases, data lakes, cloud storage).

    • Ensure high availability, scalability, and performance of data systems.

    • Manage data backup, recovery, and disaster recovery planning and administration.

  • Security & Compliance

    • Ensure data security and privacy compliance with relevant regulations (e.g., HIPAA, GDPR, CCPA).

    • Monitor and mitigate data-related risks and vulnerabilities.

  • Collaboration & Reporting

    • Work closely with IT leadership, business analysts, and stakeholders to support data-driven decision-making.

    • Provide regular reporting on data management KPIs and project progress

Requirements / Qualifications

Minimum Qualifications: A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering or other related field and two years of experience in related information technology discipline(s) (network infrastructure, coding, systems or database), and two years of experience supervising activities of professional level IT Staff; experience can be substituted for education on a year for year basis, two years of which should be as a project coordinator, leader, or supervisor.

Preferred Qualifications:

  • Master's degree preferred

  • 5+ years of experience in data management with at least 2 years in a leadership role.

  • Strong knowledge of data architecture, database technologies (SQL, Data Lakes, Data toolsets), ETL processes, and cloud platforms (e.g., Azure, AWS). Experience with BI tools (e.g., Power BI, Tableau).

  • Certifications in data management or cloud technologies (e.g., CDMP, AWS Certified Data Analytics).

  • Experience working as part of a large (40+) software development team using structured procedures and guidelines.

  • Experience with JIRA, Service Portal Ticket system, DevOps and Microsoft Stack.
