Performs a variety of highly technical work in planning, directing, and reviewing the activities and operations of the Fire Department including fire suppression, emergency medical services, training, fire prevention, life safety code compliance, public safety education and administrative support. This position involves complicated work assignments at a staff level requiring a great deal of independent judgment and initiative. This position is under the supervision of the Fire Chief.
This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.
ESSENTIAL JOB FUNCTIONS/OTHER JOB FUNCTIONSPolicy implementation, overseeing the enforcement of ordinances and laws pertaining to fire safety, supervision of junior officers and subordinates in the daily operation of the department.
Direct the actions of personnel and mutual aid companies, while operating at the scene of a fire or other emergencies and while performing community relations work.
Serve as department liaison with Department's EMS Medical Director.
Establish, maintain, and monitor the department Quality Improvement Program for EMS.
Prepare a variety of reports and records including quarterly performance reports, City and departmental work plans, personnel records, and requisitions.
Routinely respond to observe/participate, at appropriate level or certification, emergency and non-emergency incidents.
CPSE Program Manager. Must be willing to become a member of a Peer Assessment team and conduct site visits to other agencies for the CPSE.
Serves as the Department's CAAS and ISO Program Managers and ensures the Department's compliance.
Supervise the Division Chief of Training and Logistics. Ensure Federal, State and local rules/regulations and laws related to Firefighter Safety and Training are followed.
Assist with the development and implementation of safety, training and incident prevention programs city-wide; meet with departments to determine training needs and ensures active and successful programs.
Deliver lectures and classroom training, both basic and advanced, as needed.
OTHER JOB FUNCTIONS:
Conducts inquiries/investigations and recommends or take appropriate disciplinary action as required.
Assists in establishing, monitoring, and reviewing departmental budget.
Performs a primary role in disaster mitigation, response, recovery, and strategic development of City-wide Disaster Planning.
Serves as the Department's Safety Officer, as directed.
Serves as the Department's Public Information Officer, as directed.
Assist in negotiations with the Union's Collective Bargaining Agreement.
Performs individually, or as a member of a firefighting team, in Fire Suppression, Emergency Medical Services, Vehicle Extrication, Hazardous Materials Mitigation, Dive/Rescue Operations, and Public Services.
Attend conferences, formal courses of instruction, and periodic career development/ improvement courses related to duties and responsibilities to keep abreast of current trends in the field.
Performs other duties as necessary to support the mission of the department.
MINIMUM QUALIFICATIONS/SPECIAL REQUIREMENTSBachelor Degree in Fire Science Technology or related field. A minimum of five years of experience as a Fire Lieutenant and must be able to function as a Battalion Chief ride-up, or equivalent combination of education, training and/or experience.
Possess State of Florida Minimum Standards Firefighting Certificate of Compliance; State of Florida Emergency Medical Technician or Paramedic Certification; BLS; and ACLS.
Employees in this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment, IS-800; ICS-100 and ICS-200; within 90 days of employment, or from the date of taking the position and ICS-300 and ICS-400 within 180 days of employment, or from the date of taking the position.
There may be additional NIMS required, which will be scheduled by your Supervisor.
Must possess State of Florida Fire Officer I and II; and State of Florida Fire Instructor III.
Exceptions may be authorized by the Fire Chief.
Possess and maintain a valid Florida Driver's License.
CRITICAL SKILLS/EXPERTISEKnowledge of modern fire suppression and prevention and emergency medical services principles, procedures, techniques, equipment, and municipal street systems, to include overall geography and properties, municipal fire prevention codes and company management practices and techniques.
Knowledge of applicable laws, ordinances, State Statues, State Uniform Fire Safety Rules and Standards, adopted model codes and standards, and City ordinances.
Ability to interpret, and apply departmental standard operating procedures and regulations.
Skill in the operation of listed tools and equipment.
Ability to train and supervise subordinate personnel as required.
Ability to communicate effectively orally and in writing; exercise sound judgment in evaluating situations and in making decisions. Effectively give and receive verbal and written instructions.
Ability to establish and maintain effective working relationships with other employees, supervisors and the public.
Working knowledge of computers to include word processing software and spreadsheets.
Ability to plan, organize, and prioritize work and meet established goals/objectives within given timeframes, including crisis situations under compressed timeframes.
Extensive working knowledge of emergency medical practices including but not limited to: Basic (BLS) and Advanced Life Support (ALS) functions, Advanced Cardiac Life Support (ACLS) and specialized rescue, extrication, disentanglement, and patient packaging/transport by ground or air.
