Job Summary: Serves as Corporate Security Program Specialist, responsible for assisting in the administration of the NEXCOM Security program by providing policy directives, oversight and the support necessary for the successful operation of the NEXCOM Personnel and Classified Security Program.

Duties And Responsibilities

  • Manages the initiation and submission of all NEXCOM Enterprise individual Associate and Contractor Personnel Security Investigations (PSI) through OPM's Electronic Questionnaires for Investigations Processing, (e-QIP) System.
  • Initiates appropriate investigations in e-QIP and completes all required follow up actions needed for submission to OPM.
  • Provides LiveScan fingerprinting to NEXCOM associates and Contractors, and as needed provide onsite LiveScan Fingerprinting at field locations.
  • Provides policy and guidance to NEXCOM Human Resource Teams (HR), and field associate POCs for the submission of respective associates T1 (SF85) or T3/T5 (SF86) and any additional required paperwork for PSI, including but not limited to OF306 Declaration for Federal Employment, Resume, and supporting documentation as needed respective to issues identified within the submitted e-QIPs.
  • Serves as NEXCOM adjudicator for T1 Investigations returned by Department of Defense Central Adjudication Facility (DOD CAF) for Local Adjudication, and designating Command-wide Positions of Trust (POT) determinations according to DOD regulations and requirements including Office of Personnel Management (OPM) Position Designation Requirements, Notice Number 10-06, SECNAVIST M , NAVSUPINST 5510.1E, and NEXCOMINST 5520.2C.
  • Works with Department of Defense (DoD), Offices of Personnel Management (OPM), Chief of Naval Operations (CNO), and Naval Supply Systems Command (NAVSUP) to ensure compliance with overall personnel security programs including Homeland Security Presidential Directive 12 to administer background screening programs for both Navy Exchange associates and vendor/contractors for issuance of authorized CAC Identification Cards. Is responsible for interpreting and implementing DOD and Navy security policies, conducting analyses, evaluations, inspections, oversight reviews, assistance visits, and assessments on the effectiveness of security programs for Navy Exchange Headquarters and its field activities. Provides guidance on Security disciplines to include; information, physical, personnel, and industrial security; communication, and foreign disclosure for Navy Exchange field activities.
  • Prepares instructional and training information for use in conjunction with supported activities on various Security Disciplines to include Personnel Security and Physical Security, Operations Security, and Industrial Security.
  • Coordinates efforts with all service components in regards to PSI and Security Clearances for respective Associates and Contractors. Takes necessary actions in response to findings revealed. Interviews employees to clarify potentially derogatory information. Receives, reviews, and evaluates reports of investigations, personnel files and other records.
  • Assists Command Security Manager in researching information for further recommendation to DOD CAF whether security clearances should be granted, suspended, revoked or denied, consistent with national security or suitability issues. Requests or develops additional information, as necessary. Evaluates all information available and prepares response to DOD CAF Requests for additional information as needed.
  • Upon DOD CAF issuance of a Letter of Intent (LOI) to deny or revoke Favorable and/or Eligibility adjudications, assists Associates and Contractors throughout the DOD CAF appeal process.
  • Will complete all required training and become an OPM approved e-QIP
