Acceptable Experience and Education

Bachelor's Degree in business administration, public administration, finance, accounting, economics, or related field and two (2) years of economic, business, commercial or real estate development, or financial analysis experience;

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates, Licenses, and other Requirements

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

In order to access the County's network and systems, a personal mobile smart device is required by the hire start date.

Typical Duties

The Economic Development Analyst should be familiar with, or demonstrate a strong willingness and ability to learn, economic impact modeling and data visualization tools commonly used in regional economic analysis. This includes working knowledge of IMPLAN for conducting input–output modeling, estimating economic impacts, and analyzing industry linkages; Impact Dashboard for tracking, visualizing, and reporting key economic development metrics and program outcomes; and JobsEQ for labor market analysis, workforce trends, and regional employment data. Proficiency or a demonstrated commitment to learning these platforms enables the Analyst to generate data-driven insights, support incentive and policy evaluations, and prepare clear, defensible analyses for stakeholders and decision-makers.

Essential Duties:

Conducts analysis of local economic impact data to make necessary policy recommendations to the Economic Development Director, Chief Administrator, or Commissioners Court;

Research background information, prepares written materials such as project timelines and budgets, and coordinates necessary meetings and activities with consultants, contractors, other County of El Paso departments, and outside governmental agencies;

Assists as a point contact for the analysis, negotiation, and development of large and complex County incentive projects; assists with economic incentive programs, including but not limited to tax rebates, infill development, empowerment zone, green and sustainable incentives, historic tax exemption, state enterprise zone, County Enterprise Fund, and recruitment industries

Assists in creating economic models using economic modeling software to simulate and predict the likely results of various scenarios. This might entail forecasting employment creation or loss, calculating the economic impact of policy changes, and projecting industry growth due to efforts to attract, retain, and expand the economy;

Prepares reports and presentations to give internal and external audiences early and final feedback on the analysis performed. Responsible for preparing and presenting reports, including charts, graphs, and written analyses;

Participates in meetings, brainstorming sessions, and contribute your expertise to ongoing projects in a highly collaborative environment;

As assigned attends community meetings to solicit feedback; explains redevelopment areas or project information to local merchants, organizations, businesses, property owners, and the general public;

Coordinates presentations for public speaking engagements or meetings between local area business, government, real estate, development representatives and civic organizations;

Drafts a variety of legal and contract documents including requests for qualifications and proposals, agreements, loan documents, easements, and related documents required for the completion of projects;

Assists in representing the County administration to various private enterprise and public agencies; coordinate efforts and information with various City departments to identify, retain and assist redevelopment and retail industry; researches and complies demographic and economic data in response to prospective client inquiries;

Adheres to assigned work schedule as outlined in the Department and County attendance policies and procedures; ensures all behaviors comply with the County's Conduct Policies;

Maintains a high degree of flexibility and performs other related duties as required;

Maintains a high level of honesty, integrity, and ethics both on and off duty, complying with all county and department policies;

Maintains a positive team atmosphere and works well with others; participates in team building exercises and nurtures positive relationships with colleagues and coworkers;

Substitutes, if assigned, for immediate supervisor or coworkers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Attends and participates in meetings, training, and information sessions; Stays abreast of new trends and innovations in the field;

Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and

Creates a high-quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.

Other Important Duties*

Performs other duties as assigned. As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.

Directs: This is a non-supervisory position.

Other: Has frequent contact with the Auditor's Department, Budget & Fiscal Policy Department, County Attorney's Office, Purchasing Department, Project Managers, Vendors, Private sector commercial and investment bankers, Investors, Developers, and other key partners; and Elected and Appointed County Officials and other county employees.

Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: Principles and practices of finance and accounting; federal, state and local government program and grants financial procedures; basic principles of contractual law; methods and techniques of monitoring contract compliance; basic fund accounting and auditing procedures; local government operations and non-profit industry practices; government purchasing policies, procedures, rules and regulations; report preparation; research and statistical analysis; pertinent Federal, State and local laws, codes and regulations; English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment and supporting office computer applications to include Windows and Microsoft based products. Skill/Ability to : Communicate clearly and effectively, both orally and in writing; strong communication skills to accurately communicate complex financial/accounting issues to the media and other "non-financial" persons; must have strong interpersonal relations, teamwork, research and analysis, organization and time management, use of office equipment including computers and applicable office software; research, collect, analyze and interpret data; read and comprehend contract and regulatory language; prepare written recommendations and reports; establish and maintain effective working relationships; learn the organization, procedures and operating details of the County department to which assigned; demonstrate strong organizational skills; experience prioritizing projects and working on several projects simultaneously with interruptions; efficient and accurate in completing tasks as required; attending to detail, and able to anticipate and meet deadlines while working under pressure of multiple and changing priorities; possess well developed, decision making skills, attention to detail with a high level of accuracy; excel in a diverse, collaborative team environment; a high level of interpersonal skills to handle sensitive and confidential client, donor, and employee information and situations; multi-task and remain calm in demanding and unpredictable situations; understand various agency operations and procedures; maintain a professional, customer service-oriented attitude; possess excellent diplomacy, and social skills; display a high level of initiative, effort and commitment towards completing assignments efficiently; operate with purpose, urgency, and accuracy in a fast paced, deadline-driven environment; maintain confidentiality and have the ability to exercise a high level of judgment/discretion; possess excellent time management; work with minimum supervision; Pass a Criminal Background Check.

El Paso County offers a very comprehensive benefit package (some benefits may not apply to part time or temporary employees) consisting of the following:

HOLIDAYS
16 holidays per year as recognized.

VACATION
Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
10 days (1 through less than 5 years of service)
15 days (5 through less than 15 years of service)
20 days (15 years of service or over)

SICK LEAVE
Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

MISCELLANEOUS PAID LEAVES
Military Leave – 15 days of paid leave per fiscal year for active military service
Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT
Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)
Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER
The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
