SUMMARY
The Charlotte Area Transit System (CATS) is seeking a public service driven Administrative Officer to join a diverse team of professionals that is responsible for planning, developing, and implementation public transportation improvements to the Charlotte region. This position provides administrative support for the Chief Development Officer and the Charlotte Area Transit System's (CATS) Development division. The Administrative Officer performs independent work requiring strong organizational skills and an ability to prioritize work assignments in a rapidly changing fast-paced environment.Major Duties and Responsibilities:Responsibilities include, but are not limited to:
- Enters purchase requisitions and monitors the budget for the division in the financial system; prepares and monitors financial reports.
- Supports organization of various plans, polices, and related documents.
- Assists in the administration and management of public and internal committees.
- Schedules, prepares agendas, and takes meeting minutes for a variety of staff and project meetings.
- Assists in the development and preparation of the annual budget request.
- Prepares and tracks travel and expense requests.
- Prepares a variety of memoranda, letters, reports, and other documents.
- Conducts research and performs limited analyses.
- Acts as Record Management Liaison for the division.
- Provides general administrative support for professional and technical staff.
- Performs other administrative and support duties as assigned.
- As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP.
- The successful candidate will have administrative experience supporting a large staff and have demonstrated knowledge associated with budget preparation and personnel administration, or the ability to acquire such knowledge during a reasonable training period.
- Excellent written and oral communication and interpersonal skills.
- The ability to establish and maintain effective working relationships with all levels of staff, customers, public officials, and stakeholders.
- A high degree of professionalism, integrity, and commitment to quality.
- Ability to work in a team environment.
- Ability to convey information effectively and discreetly.
- Computer software proficiency, including Microsoft Word, Excel, and PowerPoint.
- Thorough knowledge of business English, spelling, punctuation, and business mathematics.
- Experience with Workday, the City of Charlotte's financial software, and a current Notary Licensure is preferred.
- Associate's Degree with 3 years of experience; or Bachelor's Degree and 1 year of experience; or any equivalent combination of experience and training.
- A valid driver's license and the ability to obtain a City Driving Permit are required.
Individuals with prior experience in public service or related industries are highly desirable.
CONDITIONS OF EMPLOYMENT
The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
