Program Director – Community Day Services

Department: Community Day Services (CDS)
Reports To: Executive Director
Supervises: Day Services DSPs
Primary Partner: ICF/DD Facility Direct Care Coordinator
Setting: Day Services delivered inside an ICF/DD facility

Position Summary

The Community Day Services Program Director provides leadership and daily oversight of day program services delivered within a partner ICF/DD residential facility supporting individuals who have complex medical needs or require enhanced supports. This role ensures high-quality, person-centered programming that aligns with the ICF/DD's care practices and regulatory requirements.

The Director supervises day services DSPs and collaborates closely with the ICF/DD's Direct Care Coordinator, nursing team, therapy department, and administrative leadership to ensure seamless continuity of care.

Key Responsibilities

Leadership & Program Oversight

  • Manage all day service operations delivered within the ICF/DD partner facility.
  • Supervise, mentor, schedule, and evaluate DSPs assigned to day programming.
  • Lead DSPs with clear expectations, coaching, and accountability.
  • Ensure structured programming that integrates meaningful activities appropriate for medically fragile individuals.

Collaboration With ICF/DD Facility

  • Coordinate with the ICF/DD Direct Care Coordinator to ensure consistency in care, communication, and staffing.
  • Partner with nursing, therapists, and behavioral support teams to ensure individuals receive appropriate and safe day services.
  • Attend care team meetings as needed.
  • Ensure day services are incorporated seamlessly into each individual's active treatment and ISP goals.

Quality, Safety & Compliance

  • Ensure all day services meet federal ICF/DD standards, state DHS/CDS regulations, and agency policies.
  • Maintain compliance with documentation requirements ensuring accurate, timely documentation and adherence to active treatment expectations.
  • Oversee implementation of behavioral supports, positioning plans, therapy carryovers, and medical protocols during day services.
  • Conduct ongoing quality audits of activities, engagement, staff interactions, and records.

Staff Training & Development

  • Ensure DSPs receive specialized training to support complex medical needs.
  • Develop staff through coaching, professional development, and competency checks.
  • Partner with ICF nursing/therapy teams for cross-disciplinary training.

Operational & Administrative Duties

  • Manage scheduling, timekeeping, and staffing patterns for all day service personnel.
  • Track attendance, and documentation compliance.
  • Maintain supply inventory, equipment needs, adaptive materials, and environmental safety.

Qualifications

  • Bachelor's degree in Human Services, Social Work, Education, Health Care Administration, or related field (or equivalent experience).
  • 3–5 years of experience supporting individuals with intellectual/developmental disabilities.
  • Supervisory experience overseeing DSPs or large direct care teams.
  • Experience working with medically fragile populations, clinical teams, or high-acuity settings.
  • Strong leadership, communication, and organizational skills.
  • Knowledge of ICF/DDD regulations, CDS standards, and person-centered practices.
  • Familiarity with clinical documentation systems, scheduling platforms, and compliance tools.

Work Environment & Physical Requirements

  • Requires ability to assist with positioning, mobility support, wheelchair transfers, and emergency response.
  • May involve exposure to medical equipment, infection control protocols, and behavioral challenges.
  • Must be able to lift 50 lbs and stand/walk for prolonged periods.
