The City of Glendora is looking for a motivated, self-starting professional to join our Community Development Department as an Assistant Building Official. The ideal candidate will have an in-depth understanding of the California Building Standards Code, be detail-oriented in reviewing plans, and demonstrate strong computer skills. Under direction of the Building Official, assists in managing, planning, and directing the work of the Building Division; supports coordination of division activities with other Community Development divisions, City departments, and outside agencies; assists in performing plan checks and inspections; and performs related duties as required. This position reports to the Building Official and assists in planning, managing, and directing the work of the Building Division, including supervising building inspectors, technical staff, and clerical personnel.
Some of the typical duties of the Assistant Building Official include but are not limited to, the following:
  1. Assists in planning, directing, and supervising staff while participating in reviewing plans and inspecting buildings for compliance with applicable laws, codes, ordinances, and regulations governing the safety, construction, and alteration of buildings, including structural, electrical, mechanical, and plumbing installations. Assists in the issuance of building and related permits for construction activities within the City.
  2. Provides information on building regulations, permits, procedures, developments and related matters to developers, architects, engineers, contractors and the general public.
  3. Assists in overseeing the City's building inspection and plan checking program, ensuring compliance with applicable codes and regulations while maintaining efficiency and effectiveness in service delivery.
  4. Assists in the coordination of proposed projects through staff review and participates in related meetings and addressing issues.
  5. Researches code requirements, new materials, methods of construction and related matters, and assists in drafting code revisions.
  6. Resolves field and office problems regarding the application or interpretation of codes and regulations enforced by the division.
  7. Prepares and presents verbal and written reports on Building Division activities; assists in developing divisional procedures and rules, and ensures compliance.
  8. Assists in developing and administering the annual budget for the Building Division.
  9. Addresses complaints regarding activities of the Building Division and takes or directs appropriate corrective action.
  10. Assists in the selection of division employees; plans, organizes and assigns work; conducts direct staff training and development; assists in reviewing and evaluating employee performance.
  11. Assists in projecting trends in workload activity and assigning work in the most effective and efficient manner to maximize productivity in building inspection and plan review. Supports oversight of Building Division office operations, ensuring proper recordkeeping, workflow coordination, and administrative efficiency.
  12. Represents the City, as assigned, in relations with the community, committees, local, state, and federal agencies, historical preservation groups, other City departments, and professional organizations.

  14. Plan and enforce a balanced budget.
  15. Develop new policies impacting department operations/procedures.
  16. Interpret financial statements and cost accounting reports.
  17. Establish and maintain effective public relations.
  18. Read and interpret engineering construction drawings and specifications.

Education and Experience
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
A Bachelor's degree or equivalent with major work in civil, mechanical or structural engineering or a closely related field and three years of recent journey level experience in the building trades, e.g., as a building inspector, building contractor or architect. At least one year of managerial or supervisory experience preferred.
Knowledge and Skill Levels
Thorough knowledge of building, plumbing, electrical, mechanical and related codes and regulations, including the California Building Standards Code and the American with Disabilities Act; methods, materials, techniques, and practices employed in building inspection, design and construction; working knowledge of the principles and practices of organization, administration, budgeting, and personnel management and organization and functions of the various trades, agencies and organizations involved in the construction business.
Special Requirements
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
Possession of, or ability to obtain within one year of employment, ICC certification as a Building Official in accordance with California Health and Safety Code § 18949.28. Possession of ICC Certification as a Building Plans Examiner is highly desirable.

Work is performed both in a standard office setting and in the field. Fieldwork includes exposure to a variety of environmental conditions such as noise, dust, and weather elements. Primary functions require sufficient physical ability and mobility to work in both office and field environments; to stand, walk, or sit for extended periods; to climb ladders as necessary and navigate uneven terrain and construction sites; to lift and carry light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including use of a computer keyboard; and to verbally communicate to exchange information.

SALARIES: All stated salaries are based on present information, subject to change. Appointments are generally made at the first step of a five step pay plan. All salaries are subject to statutory payroll deductions. Federal law requires that all new employees contribute 1.45% of their monthly salary to the Medicare system. All City employees are paid on a biweekly basis, for a total of 26 pay periods per year.
RETIREMENT : Retirement benefits for all full-time employees are provided by the California Public Employees' Retirement System (CalPERS). An employee who is hired by the City from another CalPERS agency or an agency with CalPERS reciprocity, or with a break in service 6 months or less, (aka "Classic" member) shall receive the CalPERS benefit formula of 2% at 60 and pay the 7% member contribution. An employee who is a new enrollment in CalPERS, is not coming from an agency with CalPERS reciprocity, or has a break in service greater than 6 months (aka "New" member), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 6.25% member contribution. No contributions are paid by the City or employee into the Social Security system.
