POSITION SUMMARY
The Program Manager for the ETHIC 2 HIV/STI/HCV Grant is responsible for overseeing the implementation, management, and evaluation of Maniilaq Association's syndemic-focused programming funded under the ETHIC 2 initiative. This program addresses HIV, sexually transmitted infections (STIs), and hepatitis C (HCV) within the Northwest Arctic region, ensuring culturally responsive, community-driven approaches that align with Maniilaq's mission and values.
The Program Manager provides leadership in grant and fiscal management, program planning, and community/clinical partnership development. This role requires strong collaboration with Tribal health systems, State of Alaska, and local community partners to strengthen prevention, testing, treatment, and linkage-to-care strategies.
PRINCIPAL DUTIES AND RESPONSIBILITIES
Lead day-to-day oversight of ETHIC 2 grant activities, ensuring compliance with funder requirements, timelines, and deliverables.
Develop annual workplans, budgets, and reports in alignment with grant objectives.
Manage program operations including HIV/STI/HCV screening, treatment, PrEP/PEP navigation, harm reduction, and syndemic care coordination.
Ensure program activities are responsive to the unique needs of Tribal communities in Maniilaq's service area.
Conduct program monitoring and evaluation, using data to inform improvement and sustainability strategies.
Build and maintain strong partnerships with Tribal leadership, clinical providers, community-based organizations, and state/federal agencies.
Coordinate and deliver culturally appropriate training and technical assistance for health professionals and community health workers.
Support Tribal Disease Intervention (tDI) capacity building and syndemic-informed approaches.
Engage community members to ensure programming reflects community priorities and values.
Oversee data collection, analysis, and reporting to track progress and outcomes.
Ensure accurate submission of programmatic and financial reports to funders.
Translate evaluation findings into recommendations for program improvement and policy advocacy.
Ability to build collaborative partnerships across diverse stakeholders.
Cultural competence and ability to integrate Indigenous knowledge and values into health programming.
Proficiency in Microsoft Office Suite and electronic health/public health data systems.
Office-based with frequent regional travel within the Maniilaq service area/remote villages (via small aircraft) and occasionally out-of-state.
May require evening/weekend work for community events.
Must maintain confidentiality of health information and program data.
Job Qualifications:
MINIMUM REQUIREMENTS
Bachelor's degree in Public Health, Social Sciences, Health Administration, or related field. Master's degree preferred. Minimum of 3-5 years of progressively responsible experience in program management, public health, or related areas. Familiarity with HIV, STI, and HCV prevention and care, as well as harm reduction and syndemic approaches. Experiences with grant management, including budgeting and reporting preferred. Experience working with Tribal organizations, rural health systems, or Indigenous communities strongly preferred. Knowledge of Alaska Tribal Health System and rural Alaska communities. Strong skills in program planning, coordination, and evaluation. Excellent communication (oral, written, presentation) and interpersonal skills.
