This role is classified as Non-Exempt and Union. The hiring range is $27.41 and up to $34.26/hour depending on skills, experience, and certifications.

Summary of Job

The Housing Program Specialist performs a variety of office support duties in accordance with the office procedures of property or department assigned. Duties may include a combination of front office reception and accounting functions utilizing a computer to input information/data to create, edit, compile, manipulate, and retrieve files and/or databases and create reports. Operates office machines and maintains a complex filing system.

Essential Duties

  • Interviews applicants and current residents to determine eligibility; obtains and verifies income and other significant information; calculates rent in accordance with the Housing Authority of the City and County of Denver (DHA) Policy. Completes and cancels applications in a timely manner.
  • Understands and applies DHA policies and procedures and applicable federal, state, and local laws, rules and regulations related to housing eligibility and the housing programs administered by DHA, to maintenance and to personnel that pertain to the position.
  • Understands Public Housing, Project Based Section 8 and Low-Income Housing Tax Credit (LIHTC) program requirements.
  • Assists with the preparation of 14-day notices and 3-day demands. Collects rent during the 3-day demand period.
  • Initiates and maintains daily and monthly forms and reports; maintains complex resident filing systems.
  • Performs accounting functions as they apply to the office operations.
  • Processes paperwork for move-ins, move-outs, re-certifications, re-examinations and re-determinations of income, income verifications, and work orders according to guidelines. Adheres to established deadlines.
  • Dependent on location, position may manage processing of routine maintenance requests and screening of residential complaints.
  • Maintains contact and a working relationship with other public agencies, such as U.S. Department of Homeland Security concerning occupancy requirements.
  • Interviews qualified candidates selected through the occupancy procedure. Responsible for data entry involved with the determination of applicant eligibility for housing and rent amount. This work requires an understanding of the requirements, procedures and specific paperwork involved in the application process.
    Other duties as assigned.

Minimum Qualifications

  • High school diploma or equivalent
  • Minimum of two years general office experience.
  • A combination of appropriate education and experience may be substituted for the minimum educational requirements.
  • Must have a valid Colorado driver license. Maintain driving record in accordance with DHA Policy.

Knowledge, Skills

  • Rent Calculation Certification required within 6 months of hire.
  • Low Income Housing Tax Credit (LIHTC) certification required within six (6) months of hire.
  • Certified Occupancy Specialist or equivalent certification required within six (6) months of hire.

Working Conditions

  • At times, working conditions are stressful due to deadlines, volume of workload, interruptions, and potentially verbally abusive behavior from residents.
