Position Summary: 

The Associate Director of Court Initiatives for the Behavioral Health and Justice Division (BHJD) works as a member of the multi-disciplinary BHJD team in serving Philadelphians with behavioral health challenges and criminal justice system involvement.

The Associate Director of Court Initiatives provides a behavioral health focus to create program solutions and facilitates linkages to the Philadelphia community provider network and will direct efforts to continually strengthen existing relationships with criminal justice, behavioral health, and veteran services partners, and lead in the identification and establishment of new cross-system collaborative partnerships.

The Associate Director of Court Initiatives will oversee all programs involving individuals with behavioral health challenges and criminal justice involvement, including all activities related to related to: 1) Administrative oversite the First Judicial District's Court Evaluation Clinic; 2) the BHJD Veteran Initiatives Unit and the Philadelphia Municipal Court Veterans Court; 3) All activities related to serving the First Judicial District Mental Health Court at the CP and MC level; 4) The First Judicial District's Pre-Trial Services Department; 5) The First Judicial District's Resource Hub; 6) BHJD's Resource Portal; 7) All new court related initiatives for Philadelphians who have behavioral health challenges and criminal justice system involvement.

The Associate Director of Court Initiatives will also serve as a member of the BHJD Executive Team, which is responsible for division leadership and the planning and implementation of the BHJD reorganization initiative.

Duties and Responsibilities:

General Duties

Direct the development of expanded working relationships with justice partners and existing specialty courts, i.e. First Judicial District Mental Health Court, Veterans Court, District Attorney's office, Philadelphia Defender Association, Philadelphia Department of Prisons, Philadelphia Police Department, the First Judicial District Adult Probation and Parole Department and the First Judicial District Pre-Trial Services Department. Direct the planning and implementation of new forensic initiatives for Philadelphians who have behavioral health challenges and criminal justice system involvement.

First Judicial District's Court Evaluation Clinic

  • Direct the shift in oversite of the First Judicial District's Court Evaluation Clinic to BHJD.
  • Develop and maintain standard operating procedures, oversee hiring and training for Navigation and Certified Peer Specialist staff, and develop a Continuous Quality Improvement framework with the support of BHJD's Business Operations and Finance Manager.
  • Create and maintain reports highlighting the Court Evaluation Clinic's work with the support of BHJD's Business Intelligence Supervisor.
  • Monitor and evaluate the quality and timeliness of the Court Evaluation Clinic's contracted provider.
  • Veterans Court

  • Direct the operations of the Veteran Initiatives Unit (VIU) in the continued implementation of the VIU Strategic Plan to enhance Navigation and veteran services for the First Judicial District Philadelphia Veterans Court.
  • Enhance and expand initiatives designed to identify and link veterans to services at every point along the Sequential Intercept Model.
  • Continue to bring a greater awareness of veteran's needs, and expansion of services both in the First Judicial District and the greater Philadelphia criminal justice and behavioral health system.
  • Mental Health Court

  • Direct the operations of BHJD navigation services for the First Judicial District Criminal Mental Health Court at both the CP and MC level.
  • Strengthen and develop new relationships with the First Judicial District Criminal Mental Health Court stakeholders.
  • Pre-Trial Services

  • Direct the operations of BHJD navigation services for the First Judicial District Pre-Trail Services Department.
  • Enhance and grow opportunities to further support individuals served by BHJD through diversion, deflection, and coordination.
  • Strengthen and develop new relationships with Pre-Trail Services Department stakeholders.
  • Resource Hub

  • Direct the operation of BHJD navigation services for the First Judicial District Resource Hub.
  • Innovate the continued development, operation, and expansion of the BHJD's involvement in the First Judicial District Resource Hub.
  • Strengthen and develop new relationships with the First Judicial District Resource Hub stakeholders.
  • Resource Portal

  • Oversee the alignment of all new initiatives' referral process to ensure the appropriate integration of the Resource Portal.
  • Supervision

  • Assume supervision of the Court Clinic Supervisor, Neighborhood Wellness Court Manager, Pre-trail Supervisor, and all new court-based initiative leaders.
  • As-Need Duties

  • Assist the Deputy Director and Divisional Director with ensuring the organization and efficient operation of the division.
  • Miscellaneous and project-based duties of a time-limited nature.
  • Skills Required:

    Successful candidate should demonstrate an ability to work cooperatively and communicate effectively with a wide variety of individuals and agencies.

    Successful candidate should demonstrate qualities of integrity, stability, creativity discriminatory judgment, and negotiation.

    Successful candidate should demonstrate a working understanding of individuals with co-occurring illness, Philadelphia residential mental health resources, and case management and consumer entitlements.

    Successful candidate should demonstrate a familiarity with community resources and knowledge of how to access these resources.

    Successful candidate should demonstrate an ability to coordinate with multiple dimensions/players of behavioral health and criminal justice systems to ensure adequate and accurate provision of services.

    Successful candidate should possess a working knowledge of the Philadelphia criminal justice system.

    Successful candidate should demonstrate excellent oral and written communication skills, and should possess familiarity with software, specifically: Microsoft Word, Excel, and Access.

    Education and Experience:

    Masters level degree in psychology, social work, human services, social policy, or a related field with 2 years' experience. At least 5 years' experience working with people involved with the criminal justice system.

    Physical Demands:

    Ability to physically perform the duties and to work in the environmental conditions required such as maneuvering in office space - reaching file cabinets, fax and copier machines when necessary. Must be able to sit for up to 2 hours looking at a computer monitor and using a keyboard and mouse to perform data entry functions. Able to travel locally via public transportation and on foot from 1601 Market Street to 1101 Market Street, CBH, and various other destinations as needed. Valid driver's license and use of personal licensed and insured vehicle during work hours to travel from Center city to other sites (e.g., Norristown State Hospital, jails, Philadelphia Police Academy). Ability to pass all background checks required by the Philadelphia Prison System. Ability to effectively utilize computers, databases, and related common office software packages such as Microsoft Office.

    Other Job Requirements:

    Must have a valid driver's license and an acceptable driving record when operating a company/personal vehicle during work hours for work-related activities. Permission to operate a vehicle as part of your job duties will be contingent on your insurability as a driver consistent with PMHCC policy.
