Job Summary
PRIMARY ACCOUNTABILITY:

The Director of Workforce Development is responsible for planning, managing, and growing workforce initiatives by coordinating events, training and initiatives across Okanogan, Grant, Chelan and Douglas Counties to strengthen the cohesiveness of Advance and North Central Washington HUB workforce development activities. This community workforce facing role requires a significant focus on relationship-building with community partners to increase workforce health and equity and requires strong community collaboration, leadership, and organizational skills. A strong foundation in education skills is considered critical for this leadership position. This position reports directly to the Director of Operations.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Develop and implement a comprehensive plan for workforce projects and initiatives aligned with Waiver 2.0 priorities.
  • Use research and data to inform strategies and decision-making.
  • Design and execute engagement strategies tailored to diverse target audiences.
  • Introduce innovative and forward-thinking approaches to advance initiatives.
  • Build and maintain a network of experts to inform and support workforce development.
  • Assess community engagement and workforce needs across the region.
  • Collaborate with Advance leadership and funding agencies to design and deliver workforce programming.
  • Identify and pursue grants and funding opportunities to strengthen initiatives.
  • Partner with community-based organizations and social service providers to improve workforce health.
  • Strengthen cross-sector collaboration through relationship-building and coordination.
  • Provide strategic direction and oversight for regional workforce efforts.
  • Mobilize partners to address policy and advocacy priorities.
  • Support the Governing Board and community partners in implementing strategic goals.
  • Attract, retain, and expand partnerships aligned with Advance's mission.
  • Conduct analyses and prepare reports to inform leadership and stakeholders.

Additional Duties:

The Director of Workforce Development may be assigned one of more additional duties. Theseduties include, but are not limited to, the following:

  • Attends all communication meetings.
  • Perform other job related duties as assigned by the Director of Operations.

PROFESSIONAL QUALIFICATIONS:

  • : Minimum of 5 years of progressively responsible experience in workforce development, program management, economic development, education administration, or a related field, including extensive experience in designing and implementing complex workforce programming and projects.
  • : Proven supervisory or leadership experience with the ability to set a strategic vision, develop comprehensive plans, provide executive oversight for regional efforts, and lead a team toward measurable goals.
  • : Demonstrated success in building and maintaining effective partnerships with diverse stakeholders (government agencies, employers, educational institutions, and community-based organizations), and in mobilizing partners to address policy and advocacy priorities.
  • : A proven track record in fiscal management, including successfully identifying and pursuing grants and funding opportunities to strengthen initiatives.
  • : Proficiency in using research and data to assess workforce needs, inform program design, and conduct analyses and prepare comprehensive reports on program outcomes.
  • : In-depth understanding of local, state, and federal workforce programs, policies, and funding streams.

EDUCATION:

  • Bachelor's Degree required (HR, Organizational Development, Education, Business, or related field).Master's Degree (MBA, MA in HR/OD) preferred.

ATTENDANCE:

  • Ensures attendance and hours worked are accurately recorded in our computerized timekeeping system
  • Properly manages PTO hours
  • Responsible for regular, predictable attendance and to work hours as scheduled, which may include evenings or weekends

  • Compiling and analyzing information and preparing effective written documentation, including professional correspondence, reports, and articles.
  • Determining the most appropriate visual methods (tables, graphs, charts) for communicating information.
  • Providing exceptional customer service to all internal and external customers.
  • Effectively communicating information during both informal and formal verbal presentations.

WORK ENVIRONMENT

Work is performed in a variety of settings, including on site in Omak and traveling to other counties as needed.

Job Type: Full-time

Pay: $100, $110,240.00 per year
