Minnesota Management and Budget (MMB) is seeking a Payroll Operations and Tax Supervisor to oversee payroll processing operations and ensuring compliance with federal, state, and local tax regulations. This role supervises payroll staff to ensure accurate and timely payroll delivery for nearly 60,000 employees across all state agencies. The Payroll Operations and Tax Supervisor also leads tax administrators to ensure tax reporting, reconciliations and audits are completed daily.

Working closely with the Systems and Communications Supervisor, this position requires strong leadership, technical expertise, and a commitment to process improvement and compliance.

Job duties for this position include:

Leadership & Collaboration

  • Train, mentor, and evaluate payroll staff to build high-performing teams.
  • Define clear performance expectations and actively coach staff through regular feedback and evaluations to support staff development and accountability.
  • Provide guidance and support to payroll staff in resolving complex payroll issues and ensuring adherence to policies.
  • Coordinate with HR and Finance to maintain data integrity and resolve discrepancies, aligning payroll data with workforce and budget planning.
  • Foster a collaborative, inclusive, and accountable work environment aligned the strategic objectives of the Accounting Services Division, MMB, and the State of Minnesota.

Payroll Operations and Tax Compliance

  • Thorough knowledge, or ability to independently obtain knowledge, about all laws, regulations, union contracts, and other factors that affect the payroll process.
  • Manage payroll cycle execution by supervising wage calculations, tax withholdings, benefit deductions, garnishments, and adjustments to ensure accuracy and timeliness.
  • Review and validate payroll system outputs to confirm completeness, accuracy, and compliance with state and federal regulations.
  • Lead the review phase of all debt deduction documents submitted by courts, attorneys, sheriffs, and other collection agencies for deduction from state employees' pay.
  • Implement and monitor internal controls to safeguard payroll accuracy and prevent errors or fraud.

Process Improvement

  • Identify and drive process improvements to enhance efficiency, automation, and customer service in payroll operations and tax.
  • Consult with the payroll director in determining policies and procedures to be followed by the payroll offices and all state agencies in processing their payrolls.
  • Work closely with Compensation and Labor Relations in the development of procedures for contract settlements.
  • Participate in discussions/problem solving activities with Labor Relations, SEGIP or the appropriate group for cost projections in the areas of economic or non–economic bargaining proposals and determining the impact of such proposals to payroll processing.

Reporting & Analysis

  • Maintain documentation and audit trails for all payroll transactions to support transparency and compliance.
  • Communicate payroll and tax updates to leadership and employees in a clear, accessible manner.
  • Lead reconciliation efforts by comparing payroll records with financial accounts, investigating discrepancies, and implementing corrective actions.
  • Coordinate with HR and Finance to maintain data integrity and resolve discrepancies, aligning payroll data with workforce and budget planning.
  • Provide information and advice to the Compensation and Labor Relations teams on changes proposed during contract negotiations and explain the ramifications to current payroll process.

Telework options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location
and live in Minnesota
may telework more than 50% with approval.

Minimum Qualifications

  • Four (4) years of experience with knowledge of the Statewide Integrated Financial Tools (SWIFT) and/or a similar complex accounting and procurement system, along with a thorough working knowledge of the general ledger.

Experience must include:

  • Demonstrated leadership experience that includes any of the following:

  • Experience as a supervisor, team lead, lead worker, or project lead;

  • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
  • A paid or unpaid position leading a program or chairing a committee, such as an employee resource group (ERG) and the experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.

  • Demonstrated ability to prepare and present financial data and reports in a professional, timely, and effective manner.

  • Proficiency with payroll systems (e.g., Workday, PeopleSoft, ADP), spreadsheet software (e.g. Microsoft Excel), and database software like Oracle SQL Developer or Microsoft Access.
  • Experience reading, interpreting, and understanding statutes, rules, regulations, GASB pronouncements, etc. to determine how they apply to the state's business practices.
  • Ability to maintain confidentiality and handle sensitive information, including protecting PII and other non-public data.
  • Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.

A bachelor's degree in Accounting, Finance, Business Administration or related field may substitute for one (1) year of experience. A master's degree in Accounting, Finance, Business Administration or related field may substitute for eighteen months of experience. A doctorate degree in Accounting, Finance, Business Administration or related field may substitute for two (2) years of experience.

  • Experience with multi-state payroll and tax compliance.
  • Familiarity with union contracts and collective bargaining agreements.
