JOB TITLE: Chief Operating Officer

POSITION TYPE: Full-Time, Salaried Position, At-Will, Exempt Position, Essential Position

REPORTS TO: Executive Director

LOCATION: 14 Kennedy Street NW, Washington, DC 20011

POSITION SUMMARY:

The Community Partnership for the Prevention of Homelessness (TCP) Chief Operating Officer works closely with the Executive Director and Senior Managers to ensure that the company's daily operations align with its overall mission, strategies, and goals. They are responsible for establishing effective policies and fostering a culture that enhances operational efficiency and, as appropriate, drives revenue.

SALARY: $175,000 to $225,000 (Depending on Experience)

ESSENTIAL POSITION FUNCTIONS INCLUDE THE FOLLOWING:

  • Project Manager, District of Columbia, Department of Human Services (DHS) Management Contract and Sole Source Contract, as appropriate.
  • Manage the overall operations of TCP's headquarters (14 Kennedy Street, NW), including security.
  • Manage TCP's affordable housing initiatives, including Affordable Housing Matters Inc. (AHM) real estate.
  • Provide staff support to TCP and AHM Board Committees.
  • Administrative leadership.
  • Fill in when critical vacancies occur.
  • Provide direct supervision to TCP's executive staff and other staff as assigned.
  • Carries out responsibilities in accordance with the TCP's policies, procedures, and applicable local and federal laws.
  • Other duties assigned as deemed appropriate by the Executive Director or the Board of Directors

MANDATORY REQUIREMENTS

EDUCATION AND EXPERIENCE

  • Minimum of a Bachelor's degree in social work, social services, public policy, business, management, or related field
  • Master's Degree in a Human Services, Business Administration, or related field. Incumbent must have a minimum of four years of professional supervisory and/or managerial experience in human services delivery and ten years of related experience demonstrating the requisite competencies, a progression of responsibilities and accomplishments, and skills. Demonstrate competencies in communication, team leadership, and knowledge of homeless services and policies necessary. In lieu of a Master's degree, the incumbent must have a Bachelor's degree and demonstrated noteworthy achievements during their career.
  • The Chief Operating Officer must have professional knowledge of the theories, principles, techniques, and practices of social service delivery systems.
  • Bilingual in English and Spanish is a plus.

REQUIRED SKILLS AND ABILITIES:

  • Advanced computer literacy and expertise with software used in a typical office environment, e.g., Microsoft suite of office products, Excel, Outlook, Word, and PowerPoint to create and maintain reports and logs.
  • Excellent communication skills, to include the ability to communicate clearly in writing and verbally to a wide range of audiences (customers, co-workers, managers, the public, stakeholders, etc.), face-to-face, virtually, or via telephone or other communication devices to elicit information.
  • Successful experience with homeless and housing programs.
  • Knowledge/familiarity with the District government and other local entities related to the delivery of homeless services and the prevention of homelessness.
  • Familiarity with the District's Continuum of Care.
  • Budget and Financial Management Experience.
  • Essential political and community relationships – (DHS and other District agencies, City Council, providers, and advocates).
  • Demonstrated leadership skills.
  • Excellent communication skills.
  • Must be able to identify and resolve problems in a timely manner.
  • Must be able to gather and analyze information skillfully.
  • Must have great listening skills and the ability to work well with people at various levels inside and outside of TCP.
  • Ability to work independently and function well as part of a team.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

  • Ability to exhibit manual dexterity to dial a telephone, operate a computer keyboard, and handle paper documents
  • Ability to enter data and/or information into a computer
  • Ability to understand written and/or oral instructions
  • Ability to read a computer screen and printed materials with or without vision aids
  • Physical ability to bend, stoop, climb stairs, and reach overhead
  • Prolonged periods of sitting at a desk and working on a computer
