Construction Permit Project Manager

The ideal Construction Permit Project Manager will lead the study, planning, design, and administration of large, complex structural engineering projects, to include the full-charge Permitting process. Key Responsibilities

  • Manage and review developer-built water, sewer design projects and Permit requirements for technical accuracy, constructability, and compliance with standards.
  • Perform and interpret hydraulic analyses to evaluate system capacity, pipe sizing, and flow conditions for new and existing infrastructure.
  • Coordinate with developers, engineers, and internal project managers to resolve design and constructability issues.
  • Conduct and participate in pre-design and progress meetings with applicants, inspectors, and local/state agencies.
  • Develop cost estimates, track project performance, and ensure alignment with the capital improvement program and permitting requirements.

Key Requirements

  • Education: Bachelor's degree in Civil, Environmental, or related Engineering field.
  • Experience: 5+ years of progressive engineering experience, including plan review, design, analysis, and project coordination, to include Permitting processes.
  • Proficiency with design and modeling software (e.g., CADD, AutoCAD, GIS, Bentley WaterGEMS/SewerGEMS, etc.)
  • Strong communication, organizational, and stakeholder management skills; able to manage multiple concurrent projects.
  • Working knowledge of water/sewer system design standards, pump station and pressure system design, and underground utility construction.

Preferred Qualifications

  • Experience performing hydraulic reviews and constructability assessments for water and sewer projects.
  • Familiarity with public utility development processes and capital improvement programs.


This job is Hybrid Remote.

Pay Range: Hourly $50.00 to $60.00
