THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $110,000 - $123,000.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES.

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

ACS' Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB's portfolio is the operation of the City's subsidized child care voucher system - one of the largest child care assistance programs in the country. ACS provides vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.

The CFWB Policy and Compliance unit performs all tasks related to CFWB policies and procedures, ensures compliance with federal, state and local laws and regulations that govern funding for CFWB programming and quality assures CFWB activities to proactively safeguard compliance and standards.

Scope of Work:

  • Reporting to the Associate Commissioner for Policy and Compliance in the Division of Child and Family Well-Being (CFWB), the Policy Director will oversee reviewing, tracking and analyzing all Federal, State and local statutes, regulations, rules and policies relating to child care assistance. This includes drafting summaries and comments on all proposed changes to child care assistance legislation, procedures and policies; advancing ACS child care policy initiatives; and representing the Division in state, federal and local level discussions of child care policy and legislation.

Working with the policy analyst, lead the child care policy and procedure system including:

  • Develop and implement a user-friendly policy and procedure system
  • Document business and operating procedures
  • Develop and implement a system for requesting and updating policies
  • Draft, edit, review and update policy documents as needed
  • Analyze proposed and current laws, regulations and policy guidance
  • Lead and participate in work groups to develop and update policies and procedures
  • Research best practices for child care policies

Minimum Qualifications

  1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services; or

  2. Education and/or experience equivalent to "1" above. However, all candidates must have a baccalaureate degree from an accredited college and the one year of experience at the administrative or management level as described in "1" above.

Preferred Skills

  • Extensive knowledge of legislative and regulatory process - Experience in policy analysis and procedure writing - Experience in early childhood field - Experience working with policy development and advocacy in the social services field
