Overview

Nakupuna Prime is looking for a Project Manager to serve as the primary point of contact for the Government Contracting Officer's Representative (COR), establishing clear and consistent communication channels for all contract matters. This role is responsible for the overall execution and technical direction of the contract, ensuring Data Analytics and Data Science deliverables are met on time, within scope, and adhere to DoW security and data governance standards.  This effort supports the United States Naval Community College (USNCC).

Responsibilities

  • Manage the full lifecycle of the project, including initiation, planning, execution, monitoring, and closing, ensuring all PWS tasks are executed effectively and efficiently.
  • Author and submit detailed Monthly Status Reports identifying active projects, actions completed, problems encountered with resolution paths, and upcoming milestones and dependencies.
  • Schedule, coordinate, and lead regular meetings, workshops, and training sessions with internal USNCC staff and external partners.
  • Oversee quality control for all deliverables, sustaining a minimum 95% on-time delivery rate and maintaining overall error rates below 5%.
  • Manage distribution and scheduling of work among Data Scientists, Analysts, and Developers to meet priorities and surge requests.
  • Identify potential risks/roadblocks and implement mitigation strategies before they impact performance milestones.
Qualifications

Qualification/Skills:

  • Strong project management skills supporting delivery of complex analytics or IT initiatives.
  • Ability to manage multiple workstreams, schedules, and resources simultaneously.
  • Experience communicating project status, risks, and issues to senior stakeholders.
  • Knowledge of Federal contracting environments, performance metrics, and quality assurance.
  • Ability to lead cross-functional technical teams and ensure deliverable quality.

Education and Experience: This position requires a bachelor's degree in Business, IT, or a related field. A Master's degree is preferred. The following are desirable levels of experience:

  • 10+ years of experience in IT or Data/Software project management
  • Experience managing Federal data analytics or IT support contracts
  • PMP Certification is preferable

Military Installation Access and Security Clearance: This position requires access to military installations.  Must be able to qualify for and obtain base access and pass a background check. Must be a U.S. citizen.

Location: This position is hybrid.  Work will be done on site at least three (3) days a week in Arlington, VA.  Occasional travel may be required.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:  

  • Ability to perform repetitive motions with the hands, wrists, and fingers. 
  • Ability to engage in and follow audible communications in emergency situations. 
  • Ability to sit for prolonged periods at a desk and working on a computer.
  • Ability to walk for extended periods throughout the work day including moving between buildings and covering long distances by foot.
