DESCRIPTION:
The Associate Director, Human Resources (Total Rewards) is a member of the Human Resources leadership team and oversees all functions associated with daily operations of the College's full-scale employee benefits programs and retirement administration. The successful incumbent leads a team, manages projects, and builds relationships with a variety of stakeholders including faculty and staff, retirees, committees, and third-party providers. Work requires close adherence to approved Board Policies, State Group Insurance Program, Collective Bargaining Agreement, and all applicable federal and state laws.

ESSENTIAL FUNCTIONS:
1. Leads and oversees the operations and administration of employee benefits (e.g., medical/dental, spending accounts, life and disability plans) and retirement programs. Serves by position on the Employee Benefits Committee.
2. Manages, develops, and evaluates direct reports through mentoring, professional development, training, and performance evaluation. Plans department activities by setting priorities and ensuring timely follow-through.
3. Collaborates with the HR leadership team to establish operational goals and objectives aligned with the overall strategic plan and provides insightful, strategic consultation on all benefits-related issues.
4. Ensures compliance as applicable for all retirement plans including but not limited to, the Florida Retirement System, the Community College Optional Retirement Program, 403(b)/457(b) plans, Alternative to Social Security plan, etc., by remaining current with policies, procedures, practices, and local, state, and federal legislation.
5. Directs the administration and coordination of leaves of absence (e.g., Family and Medical Leave (FMLA), Military Leave, short-term disability (STD), and long-term disability (LTD).
6. Oversees the collection, processing, workflow, and quality of benefits and retirement eligibility data. Analyzes data to create metric reporting and to identify trends and opportunities for improvement. Prepares and provides data for audits as required.
7. Communicates accurate benefits and retirement information; prepares and delivers benefits education sessions for faculty and staff, including new hire orientation and one-to-one meetings.
8. Assesses, develops, implements, and refines transactional processes to deliver enhanced employee experience and work efficiency.
9. Leads the open enrollment process, including overseeing the creation of employee communications, HRIS system set-up, website updates, vendor negotiation, and conducting presentations and applicable training sessions.
10. Reviews escalated cases and proactively seeks solutions for complex benefits issues through collaboration with both internal and external stakeholders.
11. Reviews and interprets HR/Benefits policies and procedures to understand, communicate, and make recommendations.
12. Collaborates with human resources information systems (HRIS) to ensure accurate program system set-up, maintain benefits record integrity, perform periodic testing, and implement system upgrades.
13. Performs other duties as may be required or assigned.

REQUIRED QUALIFICATIONS:
1. Bachelor's degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, or related field.
2. Four years of progressive experience administering employer sponsored group health and welfare programs in a Human Resources team environment.
3. Two years of supervisory or management experience.

DESIRED QUALIFICATIONS:
1. Master's degree from a regionally or nationally accredited institution in Human Resources Management, Business Administration, or closely related field.
2. Senior Professional in HR (SPHR), Professional in HR (PHR) or Certified Employee Benefits Specialist (CEBS) Certification.
3. People Soft/Oracle system experience.
4. Experience working in a higher education environment.

6. Excellent analytical skills, attention to detail, and ability to anticipate outcomes.
7. Ability to meet deadlines and work in a fast paced, multi-priority environment.
8. Ability to work both independently and as part of a team.
9. Ability to successfully develop and manage relationships at all levels of the organization and influence a variety of stakeholders.
10. Ability to effectively plan work activities, schedules, priorities, and utilization of resources.
11. Ability to create new and innovative solutions.
12. Strong negotiation, presentation, and facilitation skills.
13. Excellent Microsoft Office Suite 365 skills (Outlook Word, Excel, and PowerPoint) and the ability to become proficient in MS Teams.
14. Ability to exhibit a professional, courteous demeanor.
15. Committed to working in a multi-cultural environment.

WORK ENVIRONMENT and SPECIAL CONSIDERATIONS:
1. Works in an office environment.
2. May travel among buildings, campuses, and to/from community-based events.

This position is not eligible for Veteran's Preference.
