Job Description

The House of Commons' Procedural Services is currently looking to staff the Procedural Support Officer position.

About the Role:
The Procedural Support Officer plays a vital role within the Secretariat and the Private Members' Business Office of the Journals Branch in House Proceedings. In this role, you will analyse the House of Commons' daily publications to prepare forms for the Speaker and other Chair Occupants. In addition, you are one of the primary point of contacts for processing and recording all documents tabled in the House of Commons, ensuring they are procedurally acceptable and accurately recorded in the Journals.

Furthermore, you provide support to the Private Members' Business Office, which includes coordinating Members' participation in the adjournment proceedings, assisting in managing the certification of petitions for Members, and providing administrative support to the Subcommittee on Private Members' Business.

When the House of Commons is not sitting, Procedural Support Officers work on a variety of projects, participate in working groups and complete any tasks remaining from the previous sittings of the House.

This team of three (3) Procedural Support Officers work in West Block in close proximity to the Chamber in order to directly support House proceedings.

The Procedural Support Officer usually works regular hours during both sitting and non-sitting weeks, except for one evening, Monday through Thursday when the House is sitting, during which the person will be on duty until the adjournment of the House (normally until approximately 7:00 pm). The employee may have to work after 7:00 pm when on duty and when sitting hours are extended.

The employee is expected to be onsite when the House is sitting and can work remotely during adjournment weeks with a few exceptions when operational needs require a presence onsite.

Qualifications

Education:

  • High school diploma.

Experiences:

  • Experience in drafting and proofreading documents such as memoranda, briefing notes and/or correspondence in both official languages;
  • Experience in accomplishing detailed work accurately under pressure and tight deadlines;
  • Experience in prioritizing conflicting requests as well as the ability to manage multiple tasks simultaneously in a fast‑paced environment;
  • Experience in conducting research and analysis;
  • Experience with Microsoft Office (Outlook, MS Teams, Word and Excel).

Assets:

  • Knowledge of parliamentary procedure related to sittings of the House of Commons;
  • Experience with high-profile clients and effective communication;
  • Experience using the PRISM application.
