About the Division:
The Revenue Estimating Division helps carry out the constitutional duties of the Comptroller's office related to the budget and revenue estimates. The division is the agency's source for economic data and forecasts. Its responsibilities include producing the Biennial Revenue Estimate, which provides the basis for the state budget written by Texas lawmakers and the subsequent Certification Revenue Estimate.

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Qualifications
Minimum Qualifications
Education:

  • Graduation from an accredited college or university with major course work in business administration or a related field is required.

Experience:

  • Five years' experience in programs related to division functions, experience in administrative or office management roles. Knowledge of Texas state government operations, administrative procedures, and office practices including purchasing, timekeeping, open records, training.

Preferred Experience:

  • Experience with state agency performing office management, budget preparation work and human resource administration; management of fiscal note process.
  • Experience using a computer with Proficiency with office software (Microsoft Office, Teams, SharePoint, CAPPS or other state systems preferred).

Substitutions:

  • One additional year of office management, budget preparation work and human resource administration experience may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

Summary Of Physical Requirements

  • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
  • This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, telephone and client/customer contact. It requires the ability to bend, stoop, kneel, and reach as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers. May involve moving up to 25lbs of office equipment/material on a limited basis.

In this role:
You will be performing highly advanced (senior-level) consultative and technical assistance work in the Revenue Estimating Division. Work involves overseeing operations of the division, including accounting, budgeting, purchasing, receiving, property management, training and human resources. Work also involves planning, developing and implementing agency programs, including the coordination of agency fiscal notes. May train, lead, assign and/or prioritize the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Duties include:

  • Providing administrative assistance to the division's director in planning and executing division operations, including accounting, budgeting, purchasing, receiving, property management, timekeeping, and training. Planning and preparing administrative reports, correspondence, and other written documents. Coordinating with the Communications and Information Services division on the publication of reports produced by Revenue Estimating.
  • Serving as a member of the division's fiscal noting team. Overseeing the flow of fiscal notes across divisions; proofing and formatting fiscal notes for final sign-off by the Chief Revenue Estimator/Director.
  • Developing, reviewing, and communicating division policies and procedures. Communicating agency objectives, tasks, and decisions in coordination with the division director.
  • Preparing special reports; preparing, assigning, and coordinating division correspondence and routing.
  • Performing other related duties as assigned.

Have knowledge of:

  • Public administration and management techniques.
  • Accepted business practices and procedures involved in providing services and applicable rules, regulations, and policies
  • State of Texas governmental policies, procedures and tracking legislation.
  • Agency human resource administration and hiring policies and procedures.
  • Division procurement processes.
  • Accounting, budgetary and management principles and practices.

Have skill in:

  • Using a personal computer in a Windows environment including Microsoft Excel, PowerPoint, and Word with proficiency.
  • Using CAPPS, SharePoint.
  • Coordinating programs across multiple divisions and agencies.
  • Effectively conveying information and encouraging an exchange of ideas.
  • Skill in identifying measures or indicators of program performance and in the use of a computer and applicable software
  • Identifying, defining, and solving problems.

Have ability to:

  • Manage multiple projects and meet deadlines.
  • Lead business operations and project initiatives.
  • Maintain confidentiality and protect the privacy of state employees, taxpayers, and other members of the public.
  • Follow all agency confidentiality, privacy, and information security policies and procedures.
  • Appropriately store, secure, and protect sensitive records and other confidential documents and data in accordance with the agency's certified Records Retention Schedule.
  • Seek guidance and clarification from relevant agency specialists when potential confidential issues arise.
  • Use discretion and appropriate judgement in communicating confidential and sensitive information.
  • Work with others to achieve a common goal.
  • Adjust to changing workplace demands.
  • Meet the needs and expectations of internal and external customers.
  • Effectively demonstrate skill and ability to perform the specific job duties and tasks as defined by a job description.
  • Be dependable, meet deadlines and produce high-quality work.
