Hana Engineers and Consultants, LLC is seeking a 1099 Independent Contractor position as a Quality Assurance Representative (QAR II) to support the U.S. Army Corps of Engineers (USACE) Seattle District during the construction of the Agricultural Research Service and Washington State University's ARS/WSU Plant Biosciences Research Facility in Pullman, WA. This is a full-time, on-site position requiring electrical or mechanical discipline expertise and direct support to the Government's QA team.
This position will be 100% on-site. Expected 40 hours per week.
Starting Pay $ $52.00 per hour, depending on experience. Overtime is possible with approval from client.

The Construction Quality Assurance Representative (QAR) ensures all construction work and processes meet established quality standards according to project specifications and contractual requirements. The QAR will coordinate with the Quality Control (QC) Manager and contractor teams to monitor compliance, conduct inspections, and maintain accurate project records.
Core Roles/Responsibilities:
- Monitor and verify the construction contractor's compliance with contract drawings, specifications, and submittals.
- Participate in the three-phase control system (Preparatory, Initial, Follow-up) in accordance with USACE QMS.
- Conduct daily inspections, maintain deficiency logs, and submit daily QA Reports in the Resident management System RMS 3.0.
- Spot-check contractor Quality Control (QC) reports (QCRs) for accuracy and alignment with QA observations.
- Verify materials against approved submittals and shop drawings.
- Report safety and environmental deficiencies per EM and project-specific environmental protection plans.
- Provide recommendations to the Contracting Officer Representative (COR) on corrective actions and non-compliance.
- Support construction surveillance of mechanical or electrical systems (dependent on discipline).
- Attend and contribute to QC meetings and post-award kickoff conferences.
- The QAR will report to the on-site COR for USACE.
Qualifications:
- Minimum 2 years of mechanical or electrical construction QA experience in a federal or vertical construction environment.
- Proficient with USACE RMS, QMS procedures, and three-phase control system.
- Ability to review and interpret submittals, shop drawings, and QC documentation.
- Must be physically capable of walking job sites and working in construction environments.
Preferred Qualifications:
- Construction Quality Manager – Contractor (CQM-C) Certification
- Familiarity with EM , OSHA standards, and federal site safety protocols
- Experience with RMS 3.0, MS Office Suite, and government submittal processes
- Familiarity with USACE quality assurance roles and responsibilities on design-bid-build and design-build projects
Other Requirements:
- Must be eligible to work in the United States and pass E-Verify.
- Subject to background screening and government training as a condition of performance.
- Non-disclosure agreement and personnel identification badge required before mobilization.
- Compliant with non-personal services clause (contractor acts independently).
