The emPower Assistant Director is responsible for assisting the emPower Division Director with the professional day to day management of the emPower heat and energy division. Responsibilities include: oversight of day-to-day operations, including the management of the Process Manager and Staff, program data collection and analysis, external program communications, grant tracking and preparation. Alongside the Division Director, the Assistant Director will attend identified work groups and sub-committees participating fully in the heat and energy work at the corporate, state and regional level.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • In conjunction with the Division Director, oversee management of the emPower Heat and Energy Division including development of new heat and energy initiatives as appropriate;

· In conjunction with the Division Director, manage a significant state and federally funded MEAP grant which encompasses numerous components to ensure the goals and objectives of the grant are met;

· Ability to assume full management responsibility for the division in the director's absence;

  • Demonstrate an understanding of the terms and requirements of the MPSC Michigan Energy Assistance Program (MEAP) Grant and act as an advocate for rural low-income residents confronted by energy crisis;

· In conjunction with the Division Director, advocates for the organization across regional and state platforms to support policy program priorities;

  • Supports the collaborative partnerships with Corewell Health, DTE, Consumers Energy, and Great Lakes Energy to support program goals and operations;

· Demonstrate an understanding of the terms and requirements of the MDHHS Local Water Utility Affordability (LWUA) Grant and act as an advocate for rural low-income residents confronted by water crisis;

  • In conjunction with the Division Director, oversee the daily operations of the emPower program by collaborating with Program Manager, Process Manager, and Administration Manager;
  • In collaboration with the TrueNorth Communications team, lead the emPower external communications planning, including: regular print media, social media, newsletter, and promotional materials;
  • In collaboration with TrueNorth and emPower finance team, monitor the financial status of all program funding sources;
  • Regular and timely attendance;
  • Attend staff meetings;
  • Other duties as assigned.

Financial Management

  • In conjunction with the Division Director, ensure fiscally sound financial management practices for all aspects of the emPower Heat and Energy Division as well as regular review of all financial statements and reports.
  • In conjunction with the Finance Division, prepare and regularly monitor budgets, including spending and spending projections and required accurate and thorough financial reporting.
  • In conjunction with the Division Director, manage all grants and grant contract requirements including financial reporting, data quality, evaluation, required reports, and regular communication with grant funders.
  • Assist in researching and writing grant proposals.

Evaluation and Quality Management

  • Ensure successful data management, outcomes measurement and evaluation;
  • Regularly and routinely share data and measurement information with staff;
  • Support research and evaluation projects;
  • Assist staff to develop, implement and evaluate tracking methods as well as reporting and interpretation of data throughout the data management systems.

Program Support and Stewardship

  • Support the development and communication of program objectives, ensuring staff understand goals and progress;
  • Assist in identifying and researching funding opportunities;
  • Stay informed on trends and developments in the fields of heat, energy, self-sufficiency, and related areas;
  • Collaborate with the Division Director, staff, agency partners and community organizations to promote clear communication across programs;
  • Participate in community outreach efforts, helping individuals access TrueNorth services and supporting initiatives that align with the organizations mission;
  • Represent TrueNorth in program-related collaborations and work groups, supporting advocacy efforts at local and regional levels.

SUPERVISORY RESPONSIBILITIES: This position supervises the emPower Process Manager. Supervision must occur on a consistent basis and evaluations must be completed for staff per personnel policies.

· Ability to maintain records and prepare verbal and written reports pertaining to program planning and progress.

EDUCATION and/or EXPERIENCE:

  • Bachelor's degree from a four-year college or university in nonprofit administration, health and human services, business, communications, or related field (Master's degree preferred);
  • Prior experience working in a leadership position in the human services field;
  • Prior grants management experience;
  • Prior personnel management experience.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Must possess a valid and unrestricted driver's license and reliable transportation.

AUTHORITY TO COMMIT FUNDS:

This position is authorized to commit funds on behalf of TrueNorth Community Services within the guidelines of the Board of Director approved budget in relation to the emPower Heat and Energy Programs and initiatives.

LANGUAGE SKILLS:

  • Ability to read and interpret documents such as state and federal policy documents, notices of funding availability, requests for proposal, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to present written information effectively in routine reports and correspondence in response to requests for information and questions from managers, employees, clients, customers, community groups, and the general public.
  • Must demonstrate exceptional writing skills, with the ability to communicate clearly, concisely, and professionally across multiple formats, including but not limited to routine reports, correspondence with managers, employees, clients, customer, community groups, the general public and government officials.
  • Ability to speak effectively before groups of community agencies, clients and/or employees of the organization.

MATHEMATICAL SKILLS:

  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

REASONING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where limited standardization may exist.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

The primary office location for this position is: TrueNorth Community Services (6308 S. Warner Avenue, Fremont, MI This position is a part of a mobile/in-office workforce charged with the delivery throughout the State of Michigan. This position is required to work onsite in Fremont, Michigan Monday-Friday from 8:00 a.m. to 5:00 p.m. This position requires traveling to various locations within the geographic region served by TrueNorth, as well as out of state, to attend meetings, conferences, in-office work sessions and meetings or trainings as needed.

While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, fumes or airborne particles, and outside weather conditions. The noise level in the work environment is usually moderate.
