This position is located within the Office of the Director, Office of Grants Management (OGM). OGM oversees grants management functions within DC Health, including the development and implementation of policies, procedures, and resources for obtaining and managing federal and private grant funds awarded to DC Health, as well as subgrants issued by DC Health to community partner organizations. OGM's oversight goals are to ensure compliance with local and federal grants management regulations, to mitigate the risk of fraud, mismanagement and abuse of grant funds received by DC Health and distributed to community partners and increase the capacity of DC Health personnel work efficiently to support these objectives. The incumbent serves as a Grants Management Specialist responsible for a wide range of support activities for DC Health grants management, including activities to improve processes for making, monitoring and assessing the outcomes of federal grants and subgrants. The purpose of the work is to administer, implement, and monitor grants needed for DC Health's programs, and to document those policies and procedures, maintain records and report on all grant activity within the organization. The position plays a vital role in increasing DC Health's capacity to identify and manage efficiencies, monitor risk, document compliance, and make timely decisions, including those requiring modifications of grants and subgrants. The incumbent will exercise authority to develop objectives, standards, and key performance indicators for assignments for the purpose of assessing and mitigating risk, tracking and monitoring trends and identifying opportunities for improvement in DC Health's grants management internal controls.
Major Duties and Responsibilities
The incumbent serves as a Grants Management Specialist under the supervision of the Chief of the Office of Grants Management. The incumbent manages grants processes to ensure compliance with District regulations and best practices; implementation of efficient business processes; and achievement of best-in class customer service. Actively updates grants manual in coordination with legal team and other District organizations. Ensures quality and consistency of work. Identifies areas for improvement and enhancement in grants management and provides training. Plans work to be accomplished, and set goals and priorities. Keeps abreast of current practices and trends of grants management and identifies areas for improvement and enhancements in grants management.
Provides policy guidance to program staff through meetings, briefings, seminars or conferences. Maintains contact with grantors, organizations, and entities, as necessary, to ensure compliance.Manages the development and operation of a record system to inventory and track all grants and sub-grants. Establishes and maintains a grants information database anddevelops and/or maintains grants management planning tools, such as automated systems for financial information and reporting. Identifies alternative solutions to unique grants problems in assigned projects, integrates the work of others as a team or project, and predicts future environments or the impact on future processing.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Qualifications: Possessing knowledge of the OBM 2 CFR 200 (Uniform Administrative Guidance), generally accepted accounting and audit principles, and possessing a basic body of knowledge of the grants management life-cycle, local regulations for grants management and procurement and documented training is preferred. Acumen and ability to interpret complex requirements, and analyze data to inform decision-making, including changes in standard operating procedures for grants management.

Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations; in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
