Job Summary
Mechanic performs predictive maintenance and preventative maintenance duties on County of York vehicles, equipment and tools with the aid of technology and diagnostics. The County of York supplies all tools, equipment and related needs to perform these duties. The mechanic reports directly to the Fleet Manager within the department of Fleet Management, located within the County Garage (adjoining John Rudy County Park). This is a bargaining-unit position within the A.F.S.C.M.E. union.

Responsibilities
Essential Duties:
Responsible for servicing and repairing of County vehicles, equipment and tools
Perform within accepted practices according to repair and service manuals
Follows and supports Fleet Management Policy and Fleet Management Directives
Complete annual vehicle inspections and emission testing
Comply with all standards for vehicle PA State Inspection and Emission testing
Support an inventory control system for efficient and effective cost measures
Carry out duties in garage or off site as directed by the Fleet Manager
Complete all necessary paperwork, and maintain individual vehicle servicing records
Follow requisition procedure with the County of York's purchasing procedures
Accurately complete work reports
Ensure the existence of a safe work environment and enforce all established policies
Perform maintenance and repairs to small engines (weed whackers, chain saws…)
Inform Fleet Manager immediately of any and all abuse, misuse or damages
Demonstrate and promote practices for the safe use of all equipment and tools
Comply with park, county and manufacturers policies on uniforms and safety equipment
Oversee the correct set up of equipment, machinery, vehicles and tools
Provide advice in the development and implementation of garage policies and procedures
Report all accidents or incidents directly to the Fleet Manager
Attends scheduled update meetings and training sessions
Perform repairs to non-motorized equipment (tools, york rake, mower blades…)
Maintain all required certifications
Oversee and responsible for assigned resources
Ability to understand and interpret service manuals and specialized equipment
Facilitate the operations of the county garage in the absence of the Fleet Manager
Other duties as assigned

Essential Requirements
Specific Functional Requirements:
Candidate for this position must be community minded, highly motivated and a self starter. Must be able to effectively read, write, speak and understand the English language. Must possess PA drivers' license and have a clean driving record. Must possess the ability to make independent decisions when circumstances warrant such action. Must possess the ability to deal tactfully with constituents, consultants, government agencies/personnel, and the general public. Ability to follow chain of command, mission and goals identified by county.
Must possess the ability and willingness to work harmoniously with professional and nonprofessional personnel. Ability to plan, organize, develop, implement and interpret the programs, goals, objectives, policies and procedures of the Parks and County. Must possess the ability to seek out new methods and principles and be willing to incorporate them into existing practices. Ability to unite all staff in a spirit of team effort through open support and confidence in each employee. Ability to perform under pressure, able to meet deadlines. Flexibility to adjust to changing conditions to the various details of the job. Subject to post offer medical examination, inquiry and other tests may result as condition of employment including background check, lifting tests and drug and alcohol testing.
