Job Profile
As a member of the Transportation Division, the Transportation Planning Engineer assists the Transportation Systems Planning Engineer in the management and administration of the Transportation Systems Planning Branch; developing, maintaining and updating traffic, travel and demographic databases, calibrating and improving urban transportation planning computer models, developing and analyzing urban transportation system plans, developing and applying methods for the prioritization of transportation facilities, determination of the traffic impact of capital projects and major development and community proposals. The Transportation
Planning Engineer participates both individually and as a team member to the Transportation Systems Planning Branch.
This position also gives support and direction to traffic studies members and provides training and developing.
As The Transportation Planning Engineer You Will
- Assist in developing, maintaining and updating databases of traffic, travel, and demographic information to provide the primary data source for long range urban transportation planning, traffic impact analysis, and for responding to inquiries.
- Evaluate, calibrate, refine, improve, and maintain urban transportation planning computer models for use in the development of transportation system plans and traffic impact analysis.
- Participate in the development, review and recommendation of long-range urban transportation system plans for both major street and transit systems to accommodate future travel demand, consistent with the general objectives of Plan Winnipeg.
- Participate in the undertaking and/or reviewing of site specific and/or community area transportation studies to assess the impact of the related additional or existing travel demand on the internal and adjacent street and transit system.
- Perform Branch administrative duties including representing the Branch/Division on various task forces and committee groups.
- Participate as a team member in Urban Transportation Policy and Program review and implementation.
Your Education And Qualifications Include
- Bachelor's Degree in Civil Engineering.
- Master's Degree in Transportation Planning or Traffic Engineering is preferred.
- A minimum of 4 years of directly related work experience.
- Knowledge of theory and practices of multi-modal transportation planning and travel demand forecasting.
- Knowledge of traffic monitoring guidelines, traffic impact/studies analysis, statistical and mathematical methods.
- Knowledge of specialized software to perform micro-modeling (e.g. PTV VISSIM/VISTRO, Synhro, etc.) and/or travel demand forecasting and analysis (e.g. PTV-VISUM)
- Working knowledge of office standard software, database management and geographic information systems.
- Demonstrated ability to work independently on research and analysis activities.
- Ability to plan, organize and supervise the work of subordinate staff.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with elected civic officials, peers/staff, private and public officials in other organizations, and general public.
- IMPORTANT : Applicants who have been educated outside of Canada must have education which is comparable to the minimum qualification in Canada. Conditions Of Employment

- The successful candidate will be required to have and maintain a valid Manitoba Class 5 Driver's License.
- The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City's Transportation Policy.
- Registered as an Engineer (P.Eng) with the Engineers Geoscientists Manitoba (EGM).
